Resolution No. 32 dated September 29, 2021 of the Provincial People's Council stipulates a support level of VND 10 million/poor household from the provincial budget to build storm and flood shelters in the province for the period 2021 - 2025. In the first phase of 2023, Nong Son has 67 storm and flood shelters approved for construction support.

Through inspection, Nong Son district leaders noted that the supported households had built storm and flood shelters and completed them before the rainy season. Typically, Que Loc commune had completed 36/36 storm and flood shelters (100%). The shelters were built with the required area, design, sturdiness, and safety to avoid storms and floods according to regulations.

For a locality that is frequently hit by unusual natural disasters and where people are having difficulty evacuating, such as Nong Son, supporting the construction of storm and flood shelters in accordance with Resolution No. 32 is very urgent and has profound humanitarian significance. People can both feel secure in taking shelter and temporarily live on-site during storms and floods.
