
After nearly 3 hours, there were more than 30 questions from union members, workers, civil servants, and laborers sent to experts, focusing on issues closely related to workers.
Workers' feedback shows that the 2024 Capital Law was issued with many important new points, creating a tighter legal corridor for the development of Hanoi in general and each worker in particular. The new regulations not only focus on urban management, planning and economic development, but also expand the scope of protection of workers' rights in the fields of industry, trade and services.
Answering more specifically the questions raised, Ms. Pham Thi Thanh Huong (Deputy Director of the Hanoi Department of Justice) informed that according to Clause 3, Article 15 of the 2024 Capital Law, cadres, civil servants, and public employees working at state agencies, the Vietnam Fatherland Front; political organizations, socio-political organizations; and public service units are guaranteed all regular expenses managed by the city, and are entitled to additional income based on their capacity and work efficiency.

The level of additional income expenditure shall not exceed 0.8 times the basic salary fund of cadres, civil servants and public employees under the management of the city. In addition, workers also enjoy many policies and regimes related to social security. These include regulations on budget allocation for poverty reduction; support for career conversion; support for 100% voluntary social insurance contributions for poor households, at least 60% for near-poor households, 20% for other subjects; policies to attract high-quality human resources; policies on health care, education, etc.
Ms. Nguyen Thi Thanh Loan - President of the Labor Federation of Quoc Oai district said: Propagating, disseminating and educating the law for union officials and workers, civil servants and laborers is an important task in the current context where many legal documents are being revised and newly issued.
Questions and concerns were satisfactorily answered by experts, helping union officials, union members, employees, and employers to clearly and promptly understand the Capital Law and legal regulations related to labor, helping employees protect their own rights; limit conflicts and contradictions in labor relations, create a democratic working environment, and encourage them to be dedicated to their agencies, units, and businesses for the goal of sustainable development.
