With the goal of successfully implementing the targets and tasks set out by the 17th Provincial Party Congress, term 2020 - 2025, in the social field, the Provincial People's Committee issued Plan No. 172/KH-UBND, dated November 25, 2020, on the implementation of the Program to support people with disabilities for the period 2021 - 2030. In response to Vietnam Day for People with Disabilities in 2025, the Department of Health issued Official Dispatch No. 1059/SYT-CSXH, dated April 8, 2025, on organizing the celebration of Vietnam Day for People with Disabilities to all levels, sectors, agencies and units in the area. The theme of Vietnam's Day for Persons with Disabilities 2025 is "Digital technology and accessibility for persons with disabilities" with the message of encouraging the application of technology, helping persons with disabilities access information, education and sustainable employment, while promoting the building of an online environment and digital services that are accessible to persons with disabilities.
According to statistics, the whole province has 15,660 people with disabilities, including 3,373 people with severe disabilities and 9,919 people with severe disabilities. In recent years, the policies of the Party, the State and the province for people with disabilities have been fully and promptly implemented. Every year, on the occasion of the Day for People with Disabilities, the Provincial Association for the Protection of People with Disabilities and Orphans (TMC) coordinates with agencies, departments, branches, sectors, provincial unions, enterprises, localities and benefactors inside and outside the province to organize many activities in response to and targeting people with disabilities such as: cultural and sports exchanges, talks, conferences, seminars, job consultation and recruitment, life skills consultation, health care and protection instructions, free medical examination and treatment, etc.
In response to this year's Vietnam Day for the Disabled, the Provincial Association for the Support of Disabled and Handicapped People has planned to promote the theme of the Day for the Disabled on mass media, through banners and slogans on the main streets of Hoa Binh city. Along with that, the Association coordinated with the Vietnam Association for the Support of Disabled and Handicapped People to visit and present 100 bicycles worth 167 million VND, 20 scholarships worth 1 million VND each to 120 poor students and disabled children in difficult circumstances in Mong Hoa commune (Hoa Binh city) and some communes in Luong Son district.

In particular, Minh Tam Private Humanitarian Vocational Training Center (Thach That District - Hanoi City) recruited 105 PWDs for industrial sewing and office information technology classes for the first term of 2025. After completing the course, students will be granted primary vocational certificates according to regulations and have the opportunity to be recruited to work at Truong An Investment and Production Trading Joint Stock Company, with an income of 4 - 10 million VND/month; The Vietnam Association for the Protection of PWDs and TMC implemented a plan to provide free online sales training for PWDs from basic to advanced via digital platforms such as Facebook, Zalo, and TikTok, and at the same time, connect PWDs with a number of businesses and suppliers to create start-up opportunities, support PWDs to build and maintain channels, and have a stable income.
It is expected that in May 2025, the Singing Contest for the Disabled will be organized by the Vietnam Association for the Protection of Disabled and Disabled in Thai Nguyen City. To prepare well before sending the provincial delegation of disabled people to participate, the Provincial Association for the Protection of Disabled and Disabled has coordinated with centers for the care of disabled people, vocational training centers and districts and cities to organize registration, practice, and select outstanding performances to bring to the contest. At the Provincial Social Work Center and Children's Protection Fund, Long Thanh Private Vocational Training Center (Hoa Binh City) plans to organize a response to April 18 by organizing meetings, welcoming sponsors, agencies, and organizations to visit and give gifts to disabled people. In addition, many units and localities in the province also organize cultural, sports and entertainment activities for people with disabilities such as tug of war, singing contests for people with disabilities... In particular, the work of ensuring social security in localities throughout the province continues to be strengthened, through mobilizing resources to support the poor in building and repairing temporary and dilapidated houses according to the province's plan, of which 246 people with disabilities benefited from the program.
It can be said that through activities of caring for and assisting PWDs in general, and disabled, orphaned and disadvantaged children in particular, it has created conditions for disadvantaged groups to access social services, especially information technology, to learn a trade, create a livelihood, and access jobs. The caring and sharing actions of agencies and units in the area towards PWDs are increasingly spreading widely in society, becoming a movement, a humane lifestyle, promoting good traditions and cultural identities of ethnic groups in Hoa Binh province.
