Recently, at a working session with the Vietnam Association of Administrative Sciences to discuss the coordination of organizing training courses under the direction of General Secretary To Lam on "Digital Literacy for the People" in Quang Tri province, Acting Chairman of the Provincial People's Committee Ha Sy Dong affirmed that Quang Tri province is ready to build plans and prioritize resources to popularize basic knowledge about digital transformation to all classes of people.

The province will equip knowledge and skills in using, applying and controlling AI for cadres, civil servants and public employees, especially leaders and managers - pioneers and role models in the digital transformation process, both the core and the foundation for spreading knowledge about digital technology to the entire population.

In order to concretize the content of Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation (Resolution No. 57) in line with the practical situation of the province, on February 24, 2025, the Standing Committee of the Provincial Party Committee issued Action Program No. 144-CTHĐ/TU to implement Resolution No. 57; The Provincial People's Committee issued Plan No. 47/KH-UBND dated March 4, 2025 on implementing Resolution No. 03/NQ-CP and the Action Program of the Standing Committee of the Provincial Party Committee on implementing Resolution No. 57, and at the same time launched the movement "Digital Education for the People" in Quang Tri province.

This movement was launched from April 11-12, targeting civil servants, public employees, youth union members, students, representatives of businesses and people interested in AI and ChatGPT applications in the province. The purpose of launching the movement is to disseminate basic knowledge about digital transformation to all people, contributing to achieving the goal of developing digital government, digital economy and digital society.

From there, create a competitive atmosphere, encourage and motivate the spirit, making the "Digital Education for All" movement a regular, continuous and widespread movement throughout the province. "Digital Education for All" classes will be deployed in the community depending on actual conditions and needs in both direct and online forms.

For the direct form, the class will be held at cultural houses, community centers, schools... with instructors. Meanwhile, the online "Digital Popular Education" classes are conducted through digital platforms to cover all areas and connect with a wide range of people in need.

In addition, volunteer teams and community digital technology groups will step up propaganda work, gradually supporting the dissemination of basic knowledge and skills in information technology; instructing people on how to use computers, smart devices, social networks; using online public services and interacting with the government via digital platforms; at the same time, providing guidance on information security, avoiding online fraud, identifying and preventing bad and toxic information in digital space...

It is known that by the end of 2024, 92.7% of households in the province will have a smartphone, the rate of internet users (fixed and mobile) will reach 107.3%, the rate of households connected to the internet will reach 72.9%, 156 state administrative agencies at all levels will have dedicated data transmission network connections (reaching 100%).

The province has established 115 commune-level community digital technology teams and 715 village-level community digital technology teams with a total of 4,327 members; provided 1,197 full-process online public services (DVCTT) and 562 partial online public services (DVCTT) on the Provincial Administrative Procedures Information System, and provided 777 full-process online public services (DVCTT) and 207 partial online public services (DVCTT) on the National Public Service Portal.

The provincial shared database has been deployed at https:// datamine.quangtri.gov.vn. A number of digital platforms deployed and maintained in the province include: integrating and sharing provincial-level data, intelligent management monitoring, virtual assistant with AI switchboard 1900868674, monitoring network information security, monitoring press - media and social networks, electronic identification...

On the other hand, according to statistics, the province currently has 829 digital technology enterprises, 100% of enterprises deploying electronic invoice platforms. 100% of medical examination and treatment facilities and 100% of schools and educational institutions have ensured the conditions and accepted payment of tuition, fees, and charges by non-cash payment methods.

From the previous "Popular Education" movement to eliminate illiteracy, the launch of the "Popular Education Digital" movement is to nurture the national spirit, create motivation and inspiration to enter a new era with great aspirations.

In the coming time, to strongly spread the movement of "Digital Education for All", in addition to policies and support from the Provincial Party Committee, Provincial People's Council, Provincial People's Committee, people need to proactively learn, be ready to share, apply digital knowledge, and together build a progressive society in the new era.
