Follow through with the "promise" of the minister and industry leader
According to the Report on the results of monitoring the settlement and response to voters' petitions sent to the 5th Session of the 15th National Assembly, through the meetings with voters of National Assembly deputies, 2,765 petitions have been compiled and forwarded to competent agencies for settlement. To date, 2,751 petitions have been settled and responded to, reaching 99.5%. This demonstrates the openness and receptivity of ministries, branches and localities in responding to voters' and people's petitions.
According to delegate Trang A Duong (Ha Giang), through monitoring and meetings with voters in the locality, the National Assembly Delegation of Ha Giang province found that voters highly appreciated the responsibility of the National Assembly, the Government, ministries, departments and branches. The contents of the response to opinions have basically met the requirements and expectations of voters and the people. Some specific recommendations of voters have been studied by ministries and branches to propose practical solutions to resolve or fully answer.
However, the delegate said that there are still some response documents that are only informative, without drastic solutions to resolve problems and concerns, and without a clear roadmap or plan, causing voters to continue to make recommendations.
Delegate Trang A Duong recommended that National Assembly deputies and National Assembly delegations closely monitor responses to voters' petitions, not only monitoring the number of responses but also closely monitoring the quality of content and response time of ministries and branches to ensure that they meet the requirements of voters and the people, and ensure compliance with legal procedures. In particular, it is necessary to follow up on the "promises" of ministers and heads of branches to promptly provide information to voters. The delegate also suggested that the Government have solutions for agencies and units that are slow to respond to petitions so that the National Assembly delegation has a basis to monitor and report to voters.

Appreciating the responsibility of the National Assembly Standing Committee in supervising the settlement of voters' petitions, delegate Dang Bich Ngoc (Hoa Binh) suggested that National Assembly delegations should proactively carry out early voter contact activities before and after the Session, accurately summarize petitions sent to competent agencies according to regulations on time, ensuring content. The National Assembly and National Assembly delegations need to develop a plan to organize the re-monitoring of the responses of ministries and branches, thereby urging and monitoring implementation. The results of settling voters' petitions should become a content in emulation and reward work to evaluate the results of work and tasks of ministries and branches, creating unity in organization and implementation.
Based on the results of monitoring the settlement and response to voters' petitions sent to the 5th Session of the 15th National Assembly, delegate Tran Thi Thu Hang (Dak Nong) proposed that competent authorities improve the quality of synthesizing, classifying and handling voters' petitions to ensure progress and timeliness of sending reports. Because the report on responding to voters' opinions is one of the main documents for National Assembly deputies to answer and explain to voters during voter meetings before and after the National Assembly Session, it needs to be topical and timely.
To help the health sector confidently carry out its duties
Through discussion, some delegates pointed out that, in reality, some issues that voters have been concerned about and petitioned many times have not been satisfactorily resolved.

Citing the consideration of reducing the age of receiving social benefits for the elderly who are eligible for social benefits from 80 to 75 years old, delegate Nguyen Huu Thong (Binh Thuan) emphasized that this is an issue that voters have been concerned about for a long time and any meeting with voters of the National Assembly Delegation of Binh Thuan province has received opinions. The Ministry of Labor, War Invalids and Social Affairs has repeatedly acknowledged and promised to continue researching and submitting to competent authorities for consideration at an appropriate time. However, to date, voters have not seen specific results to amend this policy. The delegate requested that the Ministry of Labor, War Invalids and Social Affairs urgently submit to competent authorities for consideration of voters' legitimate aspirations.
The delegate also pointed out the current situation during the COVID-19 outbreak, with many cases continuously infected, making purchases according to regulations difficult due to social distancing. Therefore, units have borrowed goods, medical supplies, and disinfectants from suppliers and private enterprises, but have not yet paid due to procedural problems. Therefore, voters in the health sector recommend that competent authorities provide guidance on debt repayment for units in purchasing and borrowing medical equipment and disinfectants to prevent and fight the COVID-19 epidemic.
"Although the National Assembly issued a Resolution on this specialized supervision to remove difficulties and obstacles, up to now, the Government and the Ministry of Health have not yet issued documents guiding its implementation," the delegate pointed out.
Debate with delegate Nguyen Huu Thong about unpaid debts of hospitals and medical facilities, delegate Nguyen Lan Hieu (Binh Dinh) affirmed that this is a prominent issue not only in Binh Thuan province but also in the majority of provinces and cities with pandemic outbreaks. The problems are not only related to supplies and medicines, but also to meals, laundry, oxygen, compressed air, etc.

According to Mr. Nguyen Lan Hieu, the Government only sets out principles and directs localities to conduct their own reviews, but always includes the phrase "to comply with legal regulations". Thus, the delegate believes that "everything will stand still".
Therefore, delegate Nguyen Lan Hieu suggested that the Ministry of Health should issue detailed guidance documents on some difficulties in specific items used to fight the epidemic. Localities need to support the health sector with resolutions of the People's Council, thoroughly resolving the problems that exist after the pandemic so that the health sector can continue to confidently carry out its task of taking care of people's health.
