According to Minister of Information and Communications Nguyen Manh Hung, the draft Law on Digital Technology Industry consists of 8 Chapters and 73 Articles. The draft Law has stipulated a number of contents on prioritizing the development of research forces, teams of experts and high-quality researchers. Forming modern research facilities, centers and laboratories. Building and implementing key digital technology research and development programs, focusing on core digital technologies; having policies to encourage technology corporations to invest and establish digital technology research and development centers in Vietnam.
Regarding infrastructure development for the digital technology industry, the draft Law encourages the mobilization of social investment resources in combination with State investment resources to build and develop digital technology industry infrastructure such as: National digital technology industry information system; data processing and storage center; research and development center/institute; digital technology zones ensuring modernity, synchronization in accordance with national planning, industry, regional and local planning.
Regarding the formation of the digital technology industrial ecosystem, according to Mr. Hung, the draft Law proposes policies to promote the digital technology industrial ecosystem, supporting the components of the ecosystem, from research, training, start-ups, production to supply to the market. Support supporting enterprises, domestic and foreign enterprises investing in Vietnam to gradually form a complete domestic ecosystem, participating in the global value chain.
In addition, the draft Law provides policies to develop the market for digital technology enterprises through prioritizing investment, purchasing domestic products and services; developing domestic and foreign markets for digital technology enterprises; incentives for enterprises' production of digital technology products and services; and a controlled testing mechanism to promote innovation of digital technology enterprises.
The draft Law also stipulates and clarifies types of digital technology products and services. This includes policies to prioritize key digital technology products and services, and strictly manage key digital technology products and services that play an important and strategic role in the country. At the same time, it stipulates the application of national, international, regional, and foreign standards to help protect the interests of consumers, improve the quality of digital technology products and services, and promote competition; assigning responsibilities to ministries and branches to develop and apply technical standards and regulations for digital technology products and services applied in their respective sectors and fields.
Regarding human resources for the digital technology industry, Mr. Hung said that the draft has policies to develop human resources to meet the quantity and quality requirements of the digital technology industry, focusing on mechanisms to attract high-quality digital technology human resources, develop professional digital technology human resources; encourage and expand new training models.
Reviewing the above Law project, Mr. Le Quang Huy, Chairman of the National Assembly's Committee on Science, Technology and Environment, said that regarding the policy for developing the digital technology industry, to promote the strong development of the digital technology industry, there needs to be a clear, feasible and strong enough policy. Therefore, it is recommended to study, supplement, adjust and specify in the Law a number of policies such as supporting training and human resource development; incentives on land, tax, finance and investment; using domestic digital technology industry products and services; proactively implementing new business lines, buying and merging startups, and linking to create an ecosystem in the digital technology industry.
Secretary General of the National Assembly Bui Van Cuong suggested that it is necessary to study and review the separation of digital technology policies from information technology policies to avoid duplication of incentives, causing dispersion of national resources. In addition, it is necessary to pay attention to schools that train human resources for the digital technology industry to enjoy preferential policies. Human resources are very important in development. Because schools and research institutes are places for creative research and development of new technologies. At the same time, it is necessary to further evaluate the establishment of digital technology and high-tech zones and clusters.
Vice Chairwoman of the National Assembly Nguyen Thi Thanh expressed her opinion that the Law must have outstanding, breakthrough policies. Otherwise, it is just a slight improvement, not a breakthrough, outstanding. Accordingly, the Government needs to clarify whether the outstanding policies are stipulated in specialized laws or in investment laws? As this law is citing the Investment Law, the outstanding breakthrough policy is not clear.
Speaking at the meeting, National Assembly Chairman Tran Thanh Man said that this is a new Law and must be implemented in a new way. What is under the authority of the National Assembly will be regulated by the National Assembly. What is under the Government's Decree and Circulars of the ministries will be issued by the ministries. The National Assembly meets twice a year, but many previously issued Laws must now be revised and supplemented because they cannot keep up with the changing socio-economic situation, so they also need to be adjusted accordingly.
According to the Chairman of the National Assembly, because the Law is difficult and complicated, it must adhere to the Party's guidelines and policies to institutionalize it, closely following Resolution 52 of the Politburo. Continue to review how to create a legal corridor for innovation based on the digital industrial platform. To ensure the uniformity of the legal system, it is necessary to adjust it in the direction of ensuring consistency and synchronization with the current legal system. Review the conformity of this Law with other related Laws. According to preliminary statistics, this Law is related to more than 10 Laws.
At the same time, ensure correlation with specialized regulations and laws being submitted to the National Assembly for consideration and supplementation, such as: 1 law amending 4 laws related to investment; 1 law amending 7 laws related to budgetary finance. Continue to adjust on the principle of brevity, clarity, ease of understanding, and ease of implementation.
