The report also noted that there is a basis for people not receiving the remaining money for boarding meals. Currently, the school only buys new textbooks for grade 4 students, while grades 1, 2, 3 and 5 use old books and buy some additional books. Thus, the information that parents do not receive the monthly study support of 150,000 VND is also well-founded.

Attorney Hung cited information from VTV news, showing that the breakfast of 11 students consisted of only 2 packs of instant noodles with white rice. Meanwhile, the menu stated that each student received one pack of noodles and one egg.

Similarly, for lunch and dinner, the board stated that in addition to vegetables, the food also included 14 kg of pork and 11 kg of bones. However, students were only given a little bit of chopped ham and vegetable soup. Even the vegetables in the kitchen were rotten, so students were mobilized to pick them up.

In addition, students have to use old school supplies, while each month they receive a subsidy of 150,000 VND to buy books and school supplies. The school said it had returned the money to the parents, but the parents denied it.

It is known that in the first semester of this school year, Hoang Thu Pho 1 Primary Boarding School has 174 boarding students who are entitled to support policies. Of which, the food allowance is more than 50 million VND for 4 months, the monthly school supplies allowance for each student is 150,000 VND.

"The above amount is relatively large. The police can base on the statements of the person in charge of cooking, the food supplier or invoices... to determine how much money the school actually spent on the students," the lawyer analyzed.

In the case of the embezzlement of support money, lawyer Hung said there were signs of embezzlement. The authorities need to clarify the total amount of money embezzled, who benefited, how long the case has been going on...

According to Article 353 of the Penal Code, anyone who abuses his/her position and power to appropriate property under his/her management worth VND 2 million or more is sufficient grounds to prosecute for embezzlement.

According to lawyer Hung, the above comments are only assumptions based on initial information. The exact results still need to wait for the conclusion from the police.
