A teacher and parent at Cao Ba Quat High School, Buon Ma Thuot City, Dak Lak Province, have just sent a petition to many press agencies to reflect many negative suspicions at this school.
Notably, the current Principal of Cao Ba Quat High School was recently transferred from Chu Van An High School, Buon Ma Thuot City in June 2023 after many violations occurred there.

In the petition, the teacher raised 7 issues related to extra teaching and learning, cutting down trees, and illegal fees... Among them, the school allowed students to skip regular physical education and national defense education classes to attend extra classes at the school for a fee. Along with the petition, the teacher provided some evidence such as the number of students absent from physical education and national defense education classes to attend extra classes for a fee according to the school's schedule in the class book.
This teacher added that although the school did not organize swimming lessons for students, it still collected money: “In the 2023-2024 school year, the school collected 48,000,000 VND from students, but students did not learn to swim a single day, and did not organize swimming lessons a single day. In May, the school repaired the swimming pool for the total amount of 48,000,000 VND and rented it to an individual under a contract. The swimming pool is not in operation now and this year, it also collected 50,000 VND/student.”

Many parents whose children are studying at Cao Ba Quat High School also disagree with cutting physical education and national defense education classes to attend extra classes at school, but do not dare to speak up for fear that their children will be persecuted for not taking extra classes.
A parent who asked not to be named said: “At the beginning of the new school year, they forced the children to take 4 subjects. While the child really did not like studying, he told us that when he came back and we don’t know if the principal used words or something to threaten the children, so they all signed up. When the parents’ meeting at the beginning of the year met with my child’s class, there were 46-47 parents, all of whom did not agree, and the minutes of that meeting still stated that, but in the end, my child still had to go to school like that.”
The class book records the number of students who are absent from physical education and national defense education classes because they are busy attending paid extra classes at school.
The petition for violations was sent on October 29 and on November 1, the Dak Lak Provincial Party Committee sent a petition transfer requesting the Dak Lak Department of Education and Training to clarify. However, on November 5, when VOV reporters had a meeting with Ms. Huynh Thi Kim Hue, Principal of Cao Ba Quat High School and the school's two vice principals, Mr. Nguyen Huu Lam and Ms. Pham Thi Nguyet Tho, they all said that the school had not yet received the information reported by the teachers and no competent authority had requested a report.
The reporter raised some of the contents of the petition, but the Board of Directors still refused to respond. Ms. Pham Thi Nguyet Tho, Vice Principal, said: “The school does not have any information. There is no petition, we do not know anything, so when the superiors request it, the school will provide it.”
The contents of the petition reflecting violations at Cao Ba Quat High School all occurred during the time Ms. Huynh Thi Kim Hue was the principal. Notably, before June 2023, Ms. Hue was the principal of Chu Van An High School, and was also the defendant in many petitions denouncing violations.
