Principal fabricated overtime records and arbitrarily sold trees

On December 6, a source from Nguoi Lao Dong Newspaper reported that the People's Committee of Chu Pah District, Gia Lai Province, had inspected Ia Mo Nong Secondary School for many violations. Among them, the principal created fake records, paid incorrectly for overtime and extra classes; and arbitrarily sold trees in the school.

Through inspection, it was determined that in the 2021-2022 school year, Mr. Tran Van Tinh, the school principal, had made a self-declaration of overtime and extra periods for 2 teachers, Mr. V.D.T and NHK, with a difference of over 150 periods compared to the actual amount. After being paid for overtime and extra periods in the amount of 30 million VND, Mr. Tinh asked the 2 teachers to return the above amount to the unit.

The principal of Ia Mo Nong Secondary School, Chu Pah District was found to have committed many violations.

In which, Mr. Tinh gave the account number of Mr. Tran Quoc Toan (residing in Pleiku City) for Mr. V.D.T to transfer 12 million VND. Mr. V.D.T did not know Mr. Toan, did not know what that money was for. Mr. Toan also stated that when Mr. T. transferred the money, he did not know what kind of money it was, then Mr. Tinh called to say that the teacher had transferred the money by mistake, and requested that the above amount be transferred back to Mr. Tinh.

After receiving the money, Mr. NHK gave 12 million VND to a teacher in the school, and used the remaining 6 million VND to buy ornamental plants to plant on the school grounds.

Working with the inspection team, Mr. Tinh stated that he had applied the regulations on calculating overtime and extra periods of educational institutions with many levels to calculate overtime for Mr. V.D.T and Mr. NHK.

After receiving the difference from the two teachers, Mr. Tinh used 12 million VND to pay the labor for the person who made the water tank base for the school. His providing Mr. Nguyen Quoc Toan's account to teacher V.D.T was a mistake (?). The 12 million VND that Mr. NHK gave back was to pay a contract teacher, the remaining amount was used to buy ornamental plants and decorative painting materials.

The inspection team found that Mr. Tinh's arbitrary marking of overtime and extra periods for 2 teachers to pay for state budget funds used for other purposes was against regulations and should be recovered and returned to the state budget. Mr. Tinh, as the head of the unit, created documents to pay for overtime and extra periods for 2 teachers and used them for other purposes, which is a violation and should be reviewed for responsibility.

In addition, in August 2022, Mr. Tran Van Tinh sold trees in the school grounds to Mr. Vu Dinh Hiep (residing in Pleiku City, Gia Lai Province) for 15 million VND. Regarding the sale of the two trees, Mr. Tinh did not inform all teachers in the school. The money from the sale of the two trees was not directed to the accountant to complete the school fund registration procedures but was used to buy ornamental plants, flowers, and fertilizers to plant at the secondary school because the school did not have a treasurer.

Working with the inspection team, Mr. Tinh explained that the two trees in the school were dense, bushy, and growing quickly... Therefore, he consulted with some teachers about the proposal to sell the two trees to buy other types of trees to plant that are suitable for the pedagogical environment. When selling the trees, only a few teachers knew, the rest knew after the sale was completed. After selling the trees, the school bought some ornamental plants and flowers to plant in the school area.

Just received 1 million VND in gift money, teacher had 800,000 VND taken back

In addition, Ia Mo Nong Secondary School was reported to have arbitrarily collected the teachers' ceremony money. Specifically, on the occasion of the Vietnamese Teachers' Day on November 20, 2023, the school supported each teacher with 1 million VND/person. After the teachers received the money, the school and the union informed all teachers about collecting 800,000 VND/person to pay for the opening and closing meals of the school year.

However, after checking, the money collection was agreed upon and the teachers voluntarily paid it to the school union. After paying for meals, the remaining amount was paid to the teachers. The teachers did not have any further complaints or questions.
