(NLĐO) - The principal is accused of fabricating records of teachers' overtime teaching hours and classes, then demanding that they return the money; and arbitrarily selling trees on the school grounds...
On December 6th, sources from the Nguoi Lao Dong newspaper reported that the People's Committee of Chu Pah district, Gia Lai province, had concluded its investigation into numerous violations at Ia Mo Nong Primary and Secondary School. These included the principal falsifying documents, incorrectly paying for overtime and extra classes, and arbitrarily selling trees within the school grounds.
Upon investigation, it was determined that during the 2021-2022 school year, Mr. Tran Van Tinh, the school principal, had independently created false documents claiming overtime hours for two teachers, Mr. V.D.T and Mr. NHK, with a discrepancy of over 150 hours compared to the actual number. After receiving payment of 30 million VND for overtime hours, Mr. Tinh requested the two teachers to return the money to the school.
The principal of Ia Mơ Nông Primary and Secondary School in Chư Pah district has been found to have committed numerous violations.
In that case, Mr. Tinh provided the bank account number of Mr. Tran Quoc Toan (residing in Pleiku City) for Mr. V.D.T to transfer 12 million VND. Mr. V.D.T did not know Mr. Toan and did not know what the money was for. Mr. Toan also stated that when Mr. T. transferred the money, he did not know what it was for, and later Mr. Tinh called saying that a teacher had mistakenly transferred the money and asked him to return the money to Mr. Tinh.
After receiving the money, Mr. NHK gave 12 million VND to a teacher at the school, and used the remaining 6 million VND to buy ornamental plants to grow in the school grounds.
Working with the inspection team, Mr. Tinh explained that he had applied the regulations on calculating overtime and class hours in multi-level educational institutions to calculate overtime for Mr. V.D.T and Mr. NHK.
After receiving the difference in money from the two teachers, Mr. Tinh used 12 million VND to pay for the work of someone who built the water tank for the school. He stated that providing Mr. Nguyen Quoc Toan's bank account to teacher V.D.T was a mistake (?). The 12 million VND that Mr. NHK returned was to pay a contract teacher, and the remaining money was used to buy ornamental plants and decorative painting supplies.
The inspection team found that Mr. Tinh's unauthorized payment of overtime and extra teaching hours for two teachers, in order to claim state budget funds for other purposes, was against regulations and should be recovered and returned to the state budget. Mr. Tinh, as the head of the unit, created documents to claim overtime and extra teaching hours for two teachers, using the funds for other purposes, which constitutes a violation and warrants disciplinary action.
Furthermore, in August 2022, Mr. Tran Van Tinh sold trees on the school grounds to Mr. Vu Dinh Hiep (residing in Pleiku City, Gia Lai Province) for 15 million VND. Mr. Tinh did not inform all the teachers of the school about the sale of these two trees. Instead of instructing the accountant to deposit the proceeds into the school's fund, he used the money to purchase ornamental plants, flowers, and fertilizer for planting at the junior high school, claiming the school lacked a treasurer.
During the inspection, Mr. Tinh explained that the two trees in the schoolyard were overgrown and growing rapidly. Therefore, he consulted with several teachers about selling them to buy other types of trees more suitable for the school environment. Only a few teachers knew about the sale; the rest were informed afterward. After the sale, the school purchased several ornamental plants and flowers to plant in the school grounds.
After receiving 1 million VND as a gift, the teacher had 800,000 VND taken back.
Furthermore, the Ia Mơ Nông Primary and Secondary School has been criticized for arbitrarily collecting back the celebratory money from teachers. Specifically, on the occasion of Vietnamese Teachers' Day on November 20, 2023, the school provided each teacher with 1 million VND. After the teachers received the money, the school and the union informed all teachers that they would collect back 800,000 VND each to cover the cost of meals for the opening ceremony and the end-of-year ceremony.
However, upon investigation, the recovery of the money was agreed upon and consented to by the teachers, who voluntarily submitted it to the school's labor union. After paying for meals, the remaining amount was returned to the teachers. The teachers had no further complaints or concerns.
