One of the issues that many people are concerned about is whether the principal needs permission to teach extra classes.
Recently, the Ministry of Education and Training issued Circular 29/2024 to replace Circular 17/2012 regulating supplementary teaching and learning, aiming to improve quality and prevent negative issues in the educational environment.
Since Circular 29/2024 was issued, many people have expressed concern about whether principals, in addition to teachers, need permission to conduct extracurricular activities. However, the new circular does not address whether principals need permission to conduct extracurricular activities, but only outlines the responsibilities of principals regarding extracurricular activities in schools and teachers.

Meanwhile, in Article 5 of the draft Circular on supplementary teaching that was previously open for public comment, the Ministry of Education and Training stipulated that teachers (including vice principals or deputy heads) receiving salaries from the payroll fund of public general education institutions or continuing education institutions who participate in supplementary teaching outside of school must fully comply with the requirements.
Specifically, if a principal wishes to participate in extracurricular teaching outside of school, they must report to and obtain the approval of the Head of the Department of Education and Training (for lower secondary schools) or the Director of the Department of Education and Training (for upper secondary schools).
Teachers and vice-principals or deputy principals who wish to teach extra classes must also report to the principal about the subject, location, and time of the extra classes and commit to completing the assigned tasks without violating the rules and regulations on extra classes.
Responsibilities of the principal
Article 13 of Circular 29/2024 stipulates that the principal is responsible for organizing extracurricular teaching and learning within the school in accordance with the provisions of this Circular and other relevant laws.
At the same time, teachers currently teaching at the school who participate in extracurricular tutoring must be managed to ensure compliance with regulations; and coordination is needed to monitor and inspect the extracurricular tutoring activities of teachers currently teaching at the school.
The school principal is accountable to the direct supervisory authority for the quality of extracurricular tutoring within the school; and for the management and use of funds allocated for extracurricular tutoring within the school in accordance with regulations.
In addition, the principal needs to handle violations of regulations on tutoring and supplementary classes within their authority or recommend that the competent authority handle them. They should also receive and process feedback, suggestions, and requests from students and their parents regarding tutoring and supplementary classes before and during the implementation process.
