Employment Loan (EPL) is one of the preferential credit programs effectively implemented by the Transaction Office of the Dong Son District Social Policy Bank (Dong Son Social Policy Bank). This capital source has actively supported people to have more conditions for economic development, sustainable poverty reduction and job creation for many local workers.

In recent years, in addition to capital allocated from higher levels, Dong Son Social Policy Bank has actively mobilized idle capital from residents and from receiving trust from the district budget to increase lending resources. The bank has coordinated with local authorities, departments, branches and socio-political organizations at all levels to fully and promptly implement policies related to the program, providing loans to 100% of transaction points in communes and towns in the district. At the same time, it has promoted propaganda work, creating the most favorable conditions for people to access loans; advising and guiding borrowers to expand production and business, and how to use capital effectively in conjunction with economic models suitable to local conditions. In addition, the bank also focuses on inspecting and supervising the use of loans. Thereby, the GQVL loan source has been deployed quickly, promptly, and to the right target. Borrowers have used the loan capital for the right purpose and effectively, creating jobs for many local workers, with stable income for their lives.
In 2023, Ms. Pham Thi Nhuan's family in Trieu Xa village, Dong Tien commune received a loan of VND 100 million from Dong Son Social Policy Bank for safe vegetable growing in a greenhouse. Currently, Ms. Nhuan's vegetable growing model covers an area of 1,000m2, with all kinds of seasonal vegetables, generating an average income of more than VND 10 million/month.
In Yen Cam 1 village, Dong Yen commune, Ms. Bui Thi Sen also had access to a loan of 100 million VND from the GQVL program. With her own capital, Ms. Sen invested in expanding the greenhouse and net house model to grow clean vegetables and fruits according to VietGAP. On an area of 5,000m2 of the net house, each year Ms. Sen intercrops 2 crops of melon and 1 crop of tomato, bringing in a revenue of over 800 million VND and a profit of nearly 200 million VND. Ms. Sen excitedly shared: “Wanting to have capital to expand production and business, creating stable jobs for family members, when the staff of Dong Son Social Policy Bank informed me about the loan source, I registered for a loan with preferential interest rates, convenient loan procedures, and quick disbursement, I was very happy. From the loan source, I have expanded production and business, and my family's income has increased. We are committed to using the loan effectively, paying interest and principal on time according to regulations”.
Mr. Dang Ngoc Hoan, Director of Dong Son Social Policy Bank, said: “The GQVL loan source has been effective, creating an important “leverage”, creating jobs for workers in the district. The process of implementing policy credit capital always has close coordination between the bank and local authorities and organizations and unions entrusted with propaganda work; loan assessment, guidance for borrowers in completing procedures, disbursement, post-loan inspection... Up to now, the GQVL loan program has supported loans for 1,365 workers, with a total outstanding loan balance of VND 96.3 billion. The main lending subjects are households with clear production and business purposes, with development potential, high economic efficiency and the ability to create jobs for many rural workers. Priority is given to lending for OCOP product production models, products manufactured according to VietGAP standards. Thanks to this capital source, many households have invested in Livestock models, fruit tree planting, service business, industry development... create stable income, on-site job creation for many workers. To create more jobs locally, increase income for workers, we hope that the Party Committee and government will continue to pay attention, balance the local budget and entrust the district Social Policy Bank to provide on-site job creation loans, creating better conditions for many people to develop production".
