The effectiveness of propaganda work in new rural construction in Hai Le commune

Hai Le is a purely agricultural commune with a total natural area of ​​6,467 hectares, of which forestry land is 4,747.1 hectares. The whole commune has 1,141 households with 4,244 people divided into 4 villages: Tich Tuong, Nhu Le, Tan My, Tan Phuoc. There are 3 agricultural production and service cooperatives, 4 agricultural production and livestock cooperatives. In recent years, under the leadership of the local Party Committee, comprehensive development has been achieved in all fields, the economy has grown quite well, culture and society have improved a lot; the material and spiritual life of the people has been increasingly improved; National Defense and Security have been maintained stably.

Identifying propaganda work as one of the important issues in implementing the National Target Programs on building new rural areas and advanced new rural areas, the Commune People's Committee has directed regular information and propaganda of new rural contents to the people through meetings, conferences and radio systems in the villages. Thereby, improving knowledge, management skills and organization of implementation. Awareness of each cadre, party member as well as the masses in the area has been raised, the people have agreed to support the implementation of tasks, donated land, donated trees, contributed labor and money to build the works.

The Vietnam Fatherland Front Committee of the commune carried out the campaign "All people unite to build a cultural life in residential areas associated with building new rural areas", political and social organizations launched emulation movements to join hands in building new rural areas among all members and people of all walks of life such as: the model "Crime prevention and control village"; Farmers' Association with the movement "Farmers compete in good production and business"; building tanks to collect used plant protection bottles; renovating mixed gardens, raising deer, raising bees for honey, lotus - fish model, which has sparked the emulation movement in production to increase income in building new rural areas.

The Commune Women's Union has launched emulation movements: "Building new-age Quang Tri women with knowledge, morality, health, patriotism, affection, and responsibility for family and community", the movement "Women help each other develop family economy" is a lever to improve family economic development.

Maintain the model of women saving and contributing capital to help members develop production, effectively sponsor poor and near-poor member households to develop the economy and escape poverty sustainably. Implement campaigns such as: "Building a family of 5 no 3 clean", "Building a family of 5 yes 3 clean associated with building a new countryside"; establish models of "Collecting and classifying waste at households", "Women with the law"; care for and plant new flower roads; focus on promoting cultural, artistic, physical education and sports movements in the area. The Association of War Veterans promotes the qualities of "Uncle Ho's soldiers" in members, supports economic development, undertakes "Self-managed roads". The Youth Union implements the program "Youth join hands to build a new countryside", organizes the implementation of the project "Light on the countryside road", "Playground for the elderly and children" and youth start-up models...

Patriotic emulation movements, the campaign "The whole country joins hands for the poor - leaving no one behind"; effective poverty reduction models and initiatives to create consensus and support from the whole society, contributing to mobilizing resources to achieve the goal of sustainable poverty reduction; creating a spread throughout the whole society, arousing the spirit of self-reliance, self-reliance, and efforts to escape poverty of the people and the community. Diversify forms of propaganda such as: propaganda on the commune's electronic information page, social networks, and loudspeaker systems from the commune to the village.

In addition, the direction of production development to increase income for people is always focused. Promoting local advantages, overcoming difficulties, mobilizing all resources, focusing on investment to promote the development of commodity production; contributing to promoting growth and economic restructuring in the area.

In recent years, with the attention and financial support of the project on restructuring the town's agricultural sector and project programs, Hai Le commune has implemented a number of models such as: organic rice production; cattle breeding; deer farming; cage eel farming; net farming... bringing high efficiency. People's lives have been significantly improved. If in 2019, the average income per capita in Hai Le commune reached 29.3 million VND/year, then in 2024, this number increased to more than 55 million VND/person/year. In 2019, the commune had 87 poor households and 153 near-poor households, now there are 15 poor households and 40 near-poor households. Most of the poor and near-poor households are unable to work.

Chairman of Hai Le Commune People's Committee Le Van Tam said: "In the coming time, Hai Le Commune will continue to effectively implement the National Target Program on New Rural Construction to maintain the commune meeting the advanced New Rural standards. Mobilize all resources to continue investing, upgrading and completing essential infrastructure to serve agriculture, farmers, and rural areas, ensuring the environment, promoting cultural and spiritual values ​​for the people; maintaining political stability, social order and safety.

Strengthen information and propaganda work, organize and disseminate to cadres and people the contents and meanings of the National Target Program on New Rural Construction so that this movement can develop continuously and evenly in the locality.
