"The birth of the Communist Party of Vietnam is a glorious milestone in the heroic 4,000-year history of nation-building and national defense of the civilized and heroic Vietnamese people, and a major turning point in the history of our country's revolution."
Since the founding of the Party, under the leadership of the Party, the beloved President Ho Chi Minh, and the General Secretaries of the Central Committee of the Party throughout various periods, including General Secretary Nguyen Phu Trong, the Party has led the Vietnamese revolution through all difficulties and challenges, continuously moving forward.
Under the leadership of the Party, our people have achieved one victory after another, creating many miracles, liberating the nation, unifying the country, and leading our country step by step towards socialism and standing shoulder to shoulder with the great powers of the world.
With its correct political line, unwavering loyalty to the interests of the nation and the class, close ties to the people, and a pure and sincere spirit of international solidarity, the Party has united all classes, strata of the people, and revolutionary movements, building a vast and widespread revolutionary force, driving out the French colonial invaders with the historic victory at Dien Bien Phu, "renowned throughout the world and shaking the earth"; carrying out the socialist revolution in the North and the national democratic revolution in the South, steering the Vietnamese revolutionary ship to complete victory.
With the reunification of the country and the entire nation advancing towards socialism amidst countless difficulties and challenges, the Party continues to affirm its intellectual capacity, courage, pioneering spirit, and scientific and revolutionary nature; it has initiated, continuously improved, and led the entire Party, people, and army to successfully implement the reform process, transforming Vietnam from an underdeveloped country into a developing country with a middle income, where people enjoy increasingly prosperous and happy lives, and its prestige and position on the international stage are constantly improving.
Based on an accurate assessment of the country's strengths and weaknesses, opportunities, advantages, difficulties, and challenges, and with high political determination and wholehearted dedication to the nation and its people, the 13th National Congress of the Party formulated the national development guidelines until 2030, with a vision to 2045; set strategic goals for 100 years under the Party's leadership, 100 years of the Democratic Republic of Vietnam, now the Socialist Republic of Vietnam, and by the middle of the 21st century, our country will become a developed country with a socialist orientation; strongly arousing in the entire Party, the entire people, and the entire army the spirit of patriotism, the will for national self-reliance, compassion, the strength of national unity, and the aspiration for a prosperous and happy country. Having completed two-thirds of the journey, the implementation of the Resolution of the 13th National Congress of the Party has achieved many groundbreaking achievements and results.
Recent developments show that the world is undergoing a period of epochal change. The period from now until 2030 is the most crucial time to determine a new world order. Peace, cooperation, and development remain the dominant trends, but competition among major powers is increasingly fierce, with the Asia-Pacific region being the most intense battleground. Hostile and reactionary forces have never abandoned their plot to overthrow the leadership of the Communist Party and the socialist regime in Vietnam; they are relentlessly pursuing a "peaceful evolution" strategy with increasingly sophisticated, cunning, and insidious methods and tactics; they are thoroughly exploiting comprehensive and deep international integration to infiltrate internal affairs, promoting elements of "self-evolution" and "self-transformation" in order to dismantle our Party and regime from within.
Non-traditional security challenges have many negative impacts; the emergence and development of cyberspace, along with the Fourth Industrial Revolution on an unprecedented scale and speed, has brought about a new era in which less developed and developing nations can seize opportunities, leapfrog ahead, and develop rapidly, rising to become powerful nations, or fall into a deep abyss of backwardness if they fail to take advantage of the opportunities.

To maximize opportunities and advantages, overcome risks and challenges, and strengthen potential and power to successfully achieve the strategic goals set forth by the 13th National Congress of the Party, the entire Party, people, and army must strive together, wholeheartedly inherit and strongly promote the glorious traditions and valuable experiences of our Party; maximize the spirit of "self-reliance, self-confidence, self-sufficiency, self-strength, and national pride"; and constantly explore and open up great new prospects for human and social development. We must remain steadfast in Marxism-Leninism, Ho Chi Minh Thought, the goal of national independence and socialism, and the Party's reform line.
Firmly pursuing socio-economic development as the center, Party building as the key, cultural development as the spiritual foundation, ensuring national defense and security as the crucial and constant priority; maximizing internal resources, taking advantage of external resources, in which internal resources and human resources are the most important. Especially valuing and continuously strengthening unity within the Party, national unity, and the close, blood-and-flesh relationship between the Party and the people. From the Central Committee to the Party branches, every cadre and Party member must strive to "preserve unity within the Party as carefully as they protect the pupil of their eye"[1]; the Party must mobilize all the wisdom and strength of the entire nation, the strength of the times in the cause of building and protecting the socialist Vietnamese Fatherland.
Upholding independence and self-reliance; ensuring the highest national and ethnic interests based on the fundamental principles of international law; defending the Fatherland early and from afar; maintaining a peaceful and stable environment for national development; strengthening Vietnam's practical contributions to maintaining peace in the region and the world. Resolutely and persistently defending the independence, sovereignty, unity, territorial integrity, seas, islands, and airspace of the Fatherland. Persistently pursuing an independent, self-reliant, multilateral, and diversified foreign policy; being a friend, a reliable partner, and an active and responsible member of the international community; steadfastly maintaining the stance, viewpoint, and practice of modern diplomacy based on the Vietnamese character of "adapting to changing circumstances while remaining steadfast," "peace and harmony," and "replacing tyranny with benevolence."
Firmly upholding the stance, viewpoint, and practice of "the people are the foundation," and "the people are the subject and center of the reform process"; all policies and guidelines must truly stem from the lives, aspirations, rights, and legitimate interests of the people, taking the happiness and well-being of the people as the goal; ensuring that all citizens enjoy the fruits of reform and development, live happily in a secure and safe environment, and that no one is left behind. Building a socialist rule-of-law state of the people, by the people, and for the people, led by the Communist Party of Vietnam; upholding the Constitution and laws; respecting, guaranteeing, and effectively protecting human rights and civil rights; having a professional, rule-of-law, and modern administration and judiciary; a streamlined, clean, and efficient state apparatus. The team of officials, civil servants, and public employees must possess sufficient qualities, capabilities, and prestige; be truly professional, honest, and wholeheartedly dedicated to serving the Fatherland and the people.
Continue to strengthen Party building and rectification; resolutely and persistently combat individualism, ideological and moral degradation, and corruption and negative practices within the Party with the motto "unceasingly," "without rest," "no forbidden zones, no exceptions," "regardless of who the person is," and "handling one case serves as a warning to the entire region and sector." Simultaneously, focus on removing institutional difficulties and obstacles; continue to promote administrative procedure reform; enhance transparency through digital transformation; expand the scope of development; and create the highest possible conditions for all normal activities within the legal framework, contributing to national development and improving the lives of the people, including organizations, individuals, businesses, and entrepreneurs both domestically and internationally. Closely combine the control of power with effective political and ideological education, revolutionary tradition education, and building a truly clean, strong, and morally upright Party that embodies civilization.

To comprehensively and synchronously promote the reform and development of the country, ensuring rapid and sustainable development, and consolidating national potential. To build and perfect a comprehensive institutional framework for the development of a modern, integrated socialist-oriented market economy. To strongly promote investment, production, and business; to mobilize maximum social resources for the sustainable development of the country, environmental protection, and adaptation to climate change. To develop human resources comprehensively; to build an advanced Vietnamese culture, rich in national identity, truly serving as the spiritual foundation of society, an intrinsic strength, and an important driving force for national development.
Focus intensely on tasks to successfully organize Party congresses at all levels leading up to the 14th National Congress of the Party; effectively summarize 40 years of national renewal, inheriting important theoretical achievements on socialism and the path to socialism in Vietnam that have been summarized by generations of Party leaders, including General Secretary Nguyen Phu Trong, and formulating correct guidelines to lead the country to continue comprehensive development in the coming period.
We believe that, under the glorious leadership of the Communist Party of Vietnam; closely combining genuine patriotism with the fine traditions, spirit and essence of the nation, constantly absorbing the essence of human culture; with the courage and unwavering revolutionary ideals of the cadres and party members; with the wholehearted trust and support of the people, the country's renovation will certainly achieve great victories, our Fatherland will become increasingly prosperous, our people will become increasingly happy and well-fed, our country will develop increasingly prosperously and powerfully, steadily advancing towards socialism, successfully achieving the strategic goals set forth by the 13th Party Congress and the teachings of the great President Ho Chi Minh, which is also the aspiration of the whole nation: "The whole Party and all the people unite and strive to build a peaceful, unified, independent, democratic and prosperous Vietnam, making a worthy contribution to the world revolutionary cause"[2].
