The information was stated in a report sent by the Ministry of Industry and Trade to Deputy Prime Minister Nguyen Hoa Binh on the plan to implement the Government's resolution on removing obstacles and difficulties for renewable energy projects.

Long An province has 8 projects in operation, including Gaia solar power project, BCG - Bang Duong, TTC-DUC Hue 1, Solar Park 1, 2, 3, 4; Europlast Long An.

Many projects are stuck but not yet put into operation

Binh Thuan province has a large number of projects with 15 projects. Solar power projects include Phong Phu; Hong Phong 5.2; Ham Kiem 1; Hong Phong 4; Mui Ne; Ham Kiem; Hong Phong 1A, 1B; Hong Liem 3. Wind power projects include Hong Phong 1; Dai Phong, Phu Lac phase 2; Phong Dien 1 - Binh Thuan phase 2; Thai Hoa; only Hoa Thang 1.2 project has not been put into operation.

Binh Phuoc province has 6 solar power projects including Loc Ninh 1, 2, 3, 4, 5 and Thac Mo. Dak Lak province has 16 projects, of which solar power projects include Xuan Thien Plant - Ea Sup 1, 2, 3, 4, 5; Long Thanh 1; BMT, Srepok 1, Quang Minh, Jang Pong. Wind power projects include Ea Nam Plant; Krong Buk 1; Krong Buk 2; Cu Be 1; Cu Ne 2; Tay Nguyen Wind Farm Phase 1.

Dak Nong province has 12 projects, namely Xuyen Ha, Ea T'Ling, Cu Knia solar power plants; KN Buôn Tua Srah. Notably, this group of projects all have small capacity and the authorities have not recorded information about the investor and the project status.

Some other solar power projects have been put into operation such as Cu Jut; Truc Son Solar Power. Meanwhile, many wind power projects have not been put into operation such as Nam Binh 1; Dak Hoa; Asia Dak Song 1; Dak N'Drung 1, 2, 3.

In Ba Ria - Vung Tau, there are 9 projects including Con Son wind power; Cong Ly; Chau Duc Industrial Park solar power; Gia Hoet 1 lake; Tam Bo lake; Da Bac and Da Bac 2, 3; Da Bac 4.

Ninh Thuan province has 12 projects including solar power plants: Thien Tan 1; Bim 2; Phuoc Huu; My Son; Trung Nam Thuan Bac; Trung Nam Thuan Nam; Thien Tan Solar; Xuan Thien - Thuan Bac phase 1; CMX Renewable Energy Vietnam; Phuoc Huu - Duyen Hai 1 wind power; Cong Hai - phase 2; Cong Hai 1.

Khanh Hoa province has 6 solar power projects: Song Giang; KN Cam Lam; Tuan An; Central Power; Trung Son; Cam Lam VN.

Many large enterprises are investors, with projects already transferred.

With the above statistics, the number of new projects only accounts for nearly half of the total number of 154 renewable energy projects mentioned in the Government Inspectorate's conclusion. Most of the projects have been put into operation.

Many of these projects are from big names in the renewable energy sector, such as some projects of member companies of Bamboo Capital Group; Thanh Thanh Cong Group; Ha Do Group; Xuan Thien Group, Trung Nam Company, BIM Renewable Energy Joint Stock Company...

There are even projects that have been transferred to foreign investors, causing controversy in the past, such as some Loc Ninh solar power plant projects of Hung Hai Group that were transferred to Thailand's Super Energy Group.

The Ministry of Industry and Trade said that these projects encountered difficulties and problems mainly related to the auction of land use rights; starting the project without land lease; the project was recognized as COD, operating without acceptance, and without a document approving the acceptance results.

There are projects that violate regulations on starting construction works, building on land planned for national mineral reserves, typically in Binh Thuan; changing the purpose of land use when leasing land for 50 years for the purpose of building energy projects is without legal basis. There are projects that have not been approved by the Provincial People's Committee for land lease but occupy land to build factories; starting projects without a construction permit...

In this report, the Ministry of Industry and Trade proposed to take measures to handle issues related to planning supplements and completing regulations on land and construction. However, for violations related to the preferential price mechanism (FIT price), the Ministry said that it is necessary to continue reviewing enterprises on the basis that any unit that is not eligible for FIT price will recover the money from selling electricity through electricity purchase and sale compensation.

Talking to Tuoi Tre Online , some solar power investors said that the effort to remove difficulties for businesses is very meaningful. However, with the removal mechanism requiring units that have come into operation but do not meet the conditions to have their FIT prices revoked, it may affect investment efficiency, financial plans and bring many consequences for businesses and capital providers.
