Provincial People's Council supervises the implementation of resolutions on public investment plans for the 2021-2025 period

On the afternoon of October 14, the Provincial People's Council's Supervisory Delegation led by Comrade Vi Ngoc Bich, Permanent Vice Chairman of the Provincial People's Council, had a working session with the Provincial People's Committee on supervising the implementation of the Provincial People's Council's resolutions on the medium-term public investment plan for the 2021-2025 period.

At the working session, from the issues raised by the Provincial People's Council Supervision Delegation, the Provincial People's Committee and related departments, branches and units reported, explained and clarified a number of specific issues, such as: The work of formulating and implementing medium-term public investment plans; project formulation, project appraisal, implementation of investment procedures; construction progress of a number of key projects and works in the province and capital disbursement progress; quality of public investment capital planning, capital plan adjustment; consistency between infrastructure and equipment investment and operational efficiency, exploitation of projects after investment...

Regarding some opinions raised by the Supervisory Delegation that were not clarified at the working session, the Provincial People's Committee assigned relevant departments and branches to promptly respond in writing to the Standing Committee of the Provincial People's Council.

Based on the opinions of the Monitoring Delegation and the reports, explanations and clarifications of the Provincial People's Committee and departments and branches, Comrade Vi Ngoc Bich, Standing Vice Chairman of the Provincial People's Council, requested the Provincial People's Committee and units to quickly complete the contents for the Standing Committee of the Provincial People's Council to report at the Provincial Party Committee Standing Committee Conference. In particular, it is necessary to add an assessment of the effectiveness, suitability and inappropriateness of the regulations on decentralization of development investment expenditure tasks according to the provisions of Resolution No. 303/NQ-HDND, dated December 9, 2020 on decentralization of development investment expenditure tasks; principles, criteria and norms for allocating public investment capital from local budget sources for the period 2021 - 2025 of Quang Ninh province and amended resolutions; assessment of the results of implementing the local budget public investment plan by sector and field, in association with the objectives of the Resolution of the Provincial Party Congress, Resolution on 5-year socio-economic tasks, Provincial Planning, etc.

Along with that, it is necessary to add specific data on capital plans, the number of transitional projects, new construction starts... of the district budget; the specific implementation status of district-level projects; data on finalized project settlements of the provincial and district levels; the number of projects with delayed completion of project settlement records, the number of projects with delayed appraisal and approval of final settlement...
