The People's Council of Thieu Hoa district conducted a survey of a number of construction projects in Thieu Long commune.
Identifying that improving the quality of meetings is one of the important factors to improve the effectiveness of operations, the Thieu Hoa District People's Council has developed a program of activities for the Standing Committee of the People's Council, the committees of the District People's Council and the delegates. Accordingly, the preparation work for the meeting was carried out seriously, in accordance with the law, with coordination between the Standing Committee of the People's Council, the People's Committee, the District Fatherland Front Committee and relevant agencies... The content and program of the meeting were prepared in a flexible, concise and unified manner based on the provisions of the law, closely following the direction of the Standing Committee of the District Party Committee and the key tasks of the district. In particular, the application of the form of "Paperless Meeting" contributed to enhancing the initiative of delegates in grasping information and documents for the meeting, helping delegates to access meeting documents early, and have more time to study the documents. The organization and operation of the meeting had many innovations and was scientific. Most clearly, the chair conducted discussions and questions at the meeting in an exciting and quality manner. Promoting democracy, delegates discussed, questioned and answered questions briefly and clearly, with selected key topics and contents of public interest. Along with that, propaganda work before, during and after the session was well implemented on the district radio station and communes and towns. In which, the regular session was broadcast live for voters and people to participate and follow. Since the beginning of the term, the District People's Council has organized 23 sessions (6 regular sessions, 17 thematic sessions); issued 316 resolutions. The content of the resolutions has concretized the Party's guidelines, policies and laws of the State in accordance with the actual situation of the locality. In which, after being approved and issued, the resolutions were organized by the District People's Committee for implementation, assigned plans to units, deployed to all levels, sectors and units, creating high trust and consensus among the people.
The supervision activities of the District People's Council have also been innovated in a practical, effective, democratic and responsible manner, focusing on outstanding and pressing issues that voters and people are concerned about. During the supervisions, the Standing Committee of the District People's Council and the District People's Council committees have clarified the results, limitations, causes and responsibilities of each unit and individual, and at the same time summarized the basic contents, outstanding issues, and many difficulties to unify the guiding viewpoint and remove difficulties. The supervision reports and conclusions are promptly notified. The opinions and recommendations after the supervision are seriously received and gradually resolved by the District People's Committee. Along with that, to improve the quality of activities, the Standing Committee of the District People's Council regularly organizes meetings with the Standing Committees of the People's Councils of communes and towns to remove difficulties and obstacles in the process of implementing tasks.
The review activities of the district People's Council committees are carried out in accordance with the provisions of law, ensuring quality. To effectively carry out the review work, the district People's Council committees have proactively participated from the beginning with the document drafting unit to grasp the situation, request information and reports as required by the review work; at the same time, urge relevant agencies and units to prepare documents, send documents to the committee members for research in advance, as a basis for contributing opinions at the review meeting. During the review, the committees clearly expressed their opinions on the agreed contents, unclear issues, issues that are not in accordance with the provisions of law, and not close to the actual situation of the locality, requesting the drafting agency to explain, amend and supplement in order to complete the documents submitted to the meeting; providing a lot of necessary information, as a basis for delegates to consider, study, discuss and decide at the meeting.
The meeting with voters has been innovated in both content and method according to the motto of being close to and attached to the people. People's Council delegates have spent a lot of time listening to voters reflect their opinions, thoughts and aspirations. All levels, sectors and People's Council delegates have increased their responsibility in receiving, resolving and responding to voters' opinions. The work of receiving citizens and urging the settlement of complaints, denunciations and recommendations of citizens has been paid attention to. The Standing Committee of the District People's Council has closely coordinated with the District People's Committee and the District Citizen Reception Committee to develop plans, assign tasks and organize members to receive citizens periodically according to the schedule and unexpectedly in accordance with the provisions of the law. At the same time, plans have been developed for district People's Council delegates and groups of district People's Council delegates to organize citizen receptions at constituencies. Through citizen reception, the Standing Committee of the District People's Council has directly exchanged, guided, explained, grasped citizens' thoughts and aspirations and received petitions. After receiving the petition, the Standing Committee of the District People's Council shall issue an official dispatch to forward the petition to the competent authorities for settlement according to regulations, and at the same time monitor and supervise the settlement of the agencies, report the results to the Standing Committee of the District People's Council to respond to citizens and send notifications to citizens.
With the motto of striving to innovate, improve the quality and efficiency of operations, ensuring compliance with legal regulations and meeting practical requirements, aspirations and beliefs of voters, the People's Council of Thieu Hoa district has been striving together with elected agencies to contribute to improving the efficiency of the operations of local State agencies. Thereby, bringing positive results, meeting the requirements of improving the capacity, quality and efficiency of the District People's Council for the 2021-2026 term.
