Nam Truc District People's Council improves the quality and effectiveness of supervising the settlement of voters' petitions

The Standing Committee of Nam Truc District People's Council held a meeting to supervise the results of the settlement of voters' petitions by the District People's Committee.

From the petition of voters of Nam Dien commune about the water pollution on the CT2 canal, affecting households in 6 hamlets in the commune, the People's Committee of Nam Truc district coordinated with the People's Committee of Nam Dinh city to conduct a survey and check the pollution of the drainage canal of Nam Dinh city to the Dao river. The results determined that the water pollution in the CT2 box sewer and its branches at some times is black and smelly (especially in the dry season), and when taking water for irrigation, the water is cloudy. The cause of water pollution in the CT2 box sewer is mainly due to the wastewater of 23 households producing vermicelli and pho noodles (small-scale production) in Phong Loc Tay hamlet (Cua Nam ward) and the domestic wastewater of some households in Cua Nam ward that has only been preliminarily treated through septic tanks, then discharged into the CT2 canal. On that basis, the People's Committee of Nam Dinh city has issued a document assigning the People's Committees of wards and communes and relevant agencies and units to strengthen propaganda and mobilize people to maintain environmental hygiene; regularly add biological products to the septic tank systems of households, agencies and units; inspect the compliance with environmental protection regulations of production facilities that generate wastewater. The Department of Economics, Infrastructure and Urban Areas has strengthened inspection and urged units in regular maintenance work to ensure the flow of the city's drainage system; the Department of Agriculture and Environment has advised on the implementation of environmental protection tasks for irrigation works under the management of the City People's Committee. The Industrial Cluster Development Center has reviewed and strictly implemented environmental protection regulations of industrial clusters, paying special attention to the operation of centralized wastewater treatment systems, with facilities to prevent and respond to wastewater incidents. It is strictly forbidden to discharge wastewater that does not meet the prescribed output quality into the environment. Nam Dinh Urban Construction Joint Stock Company has enhanced its responsibility in operating the city's drainage system according to the public service contract, increased the review and inspection of projects and works that obstruct the flow; and strengthened the management of sluice gates to ensure proper drainage. The above drastic solutions have gradually reduced environmental pollution on the canal, contributing to ensuring environmental hygiene for households in the affected areas.

In order to meet the wishes of the people of Y Lu village, Nam Hoa commune, regarding the expansion of the road from Road 485B (Golden Road) to the old kindergarten area, but there are still rows of electric poles in the middle of the road, causing loss of aesthetics and affecting the travel for labor, production and life of the people, the People's Committee of Nam Truc district has directed the district Electricity to consider and resolve. On October 1, 2024, Nam Truc Electricity worked with the People's Committee of Nam Hoa commune, representatives of Y Lu village on the feedback and inspected the scene. As a result, Nam Truc Electricity agreed with the policy of moving 4 electric poles in Y Lu village and requested the locality to arrange suitable land, proactively contact the design consultant unit, the construction unit with sufficient capacity and legality to implement. The locality proactively sources funds to move the 4 electric poles above along with the funding for expanding the current road according to the plan of the facility.

In addition, many recommendations related to the irrigation sector of voters of the communes: Nam Thai, Nghia An, Nam Cuong on investment, upgrading and renovating the CT28 foreign embankment which has been eroded, the embankment surface has become much lower and does not ensure water containment; dredging of Dong Luu 3 canal, Bai Thuong 1 and An La 2 drainage canals and moving the sluice gate inappropriately at An La 4 Van Don canal; dredging of CT18 canal. Nam Truc District People's Committee has directed the Department of Agriculture and Environment, Nam Ninh Irrigation Works Exploitation One Member Co., Ltd., and Nam Thai Commune People's Committee to inspect and carry out contents related to site clearance and dredging of the above canal sections, ensuring irrigation for agricultural production.

Along with the above recommendations, there have been 50 recommendations from voters in the district sent to the 2 regular sessions in 2024 of the 18th Nam Truc District People's Council related to 6 areas: Agriculture, rural development; natural resources and environment; industry, construction, transportation; finance; social insurance; military that have been considered and resolved satisfactorily by agencies and units, meeting voters' expectations.

Comrade Tran Xuan Sang, Vice Chairman of the People's Council of Nam Truc district, said: Determining the supervision of the settlement of voters' and people's opinions and recommendations is one of the key tasks in the direction and administration of the People's Council, therefore, since the beginning of the term, the Standing Committee of the District People's Council has always paid attention to the settlement of voters' opinions and recommendations by the District People's Committee and relevant agencies. After meetings with voters, the Standing Committee of the District People's Council synthesizes, reviews, analyzes and forwards opinions and recommendations to competent agencies for consideration, settlement, and response to voters, and at the same time directs committees and delegations to perform the function of supervision and urge competent agencies to consider and settle. Before each session of the District People's Council, the Standing Committee of the District People's Council has organized working sessions to listen to the leaders of the District People's Committee and heads of agencies and branches report on the progress and results of settling voters' opinions and recommendations. Conduct thematic supervision at a number of agencies, units, and sectors that have received opinions and recommendations from voters; suggest that the delegations and People's Council delegates select a number of issues that many voters and people are interested in to directly question at the session, as well as discuss and raise issues and contents, and request agencies and units to explain and clarify.

In particular, at regular meetings, the District People's Council supervised the results of the District People's Committee's handling of voters' petitions. Through supervision, the District People's Council specifically assessed the petitions that had been resolved and satisfactorily answered; the petitions and recommendations that the District People's Committee was implementing and had not been implemented due to lack of funds and lack of planning; the petitions and recommendations that the District People's Committee had transferred to competent authorities for settlement. At the same time, it requested the People's Council Committees, the People's Council Delegation Groups, the District People's Council Delegates; the District People's Committee and the Standing Committee of the District Fatherland Front Committee to continue implementing each related content to improve the quality of handling voters' petitions. After the meeting, the District People's Council Standing Committee posted the entire report on responses to voters' petitions on the District's Electronic Information Portal for people to know and follow up and grasp in a timely manner, contributing to reducing the number of petitions and complaints made multiple times and beyond the level.

By innovating and improving the quality of monitoring and handling voters' petitions, since the beginning of the 2021-2026 term, the People's Council of Nam Truc district has compiled nearly 200 petitions from voters to competent authorities. As a result, 100% of voters' opinions and petitions under their authority were considered and resolved by the district People's Committee, departments, offices and People's Committees of relevant communes and towns, ensuring the content and time as prescribed. Thereby, it has contributed to improving the efficiency and effectiveness of State management as well as protecting the legitimate rights and interests of citizens, promoting socio-economic development, maintaining political security and social order and safety in the district.
