Hau Loc promotes cultural institutions, improves spiritual life for the people

Having the opportunity to visit Xuan Yen village, Phu Loc commune (Hau Loc) - a model new rural standard village, Mr. Nguyen Bien Cuong, head of Xuan Yen village, introduced to us the changes in the model countryside. The pride of Xuan Yen village is that the material and spiritual life of the people is improving day by day.

Leading us to visit the cultural house and traditional house built in the style of an ancient 4-roof communal house, the sports ground of Xuan Yen village was built spaciously and cleanly, Mr. Cuong said: Xuan Yen village has 252 households, with 933 people. Previously, the cultural house, traditional house - the place to worship the village's tutelary god, was small and dilapidated. From 2019 to now, the children of Xuan Yen who are living and working far from home have joined hands to support, along with the consensus of contributing human and material resources of the villagers and the commune budget, have gradually built a cultural house, traditional house, spacious sports ground with an area of over 4,200m2, with a total investment of nearly 5 billion VND, of which the children far from home and benefactors supported more than 2.9 billion VND. There is a cultural house, sports ground, spacious campus, meeting the needs of living, meetings, cultural and artistic activities, and sports of the people. This is also an important criterion, contributing to the successful construction of Xuan Yen village to achieve the model new rural area in 2024. The village has issued village regulations, conventions, promoted the movement "All people unite to build a cultural life in residential areas", built a model cultural lifestyle in the village. Currently, the rate of cultural families in the village is 98.6%, the village has only 1 poor household.

If the people of Xuan Yen village agree to build cultural institutions, improve spiritual life, and contribute to building the village into a model, then in Thanh Xuan ward, Hau Loc town, the people are proud to contribute with the Party Committee and the people of Hau Loc town to complete the goal of a civilized urban area. In recent years, cultural and artistic movements, physical education and sports to improve health have become a widespread spiritual food to every organization and residential group in Thanh Xuan ward. The ward has mobilized all resources to invest in building a community cultural house with a total investment of nearly 2 billion VND, of which the State budget supported nearly 1.5 billion VND, and the people voluntarily contributed to building auxiliary works of over 500 million VND, contributing to improving the material and spiritual life of the people, promoting the socio-economic development of Hau Loc town.

Mr. Nguyen Van Tho, Deputy Head of the Department of Culture and Information of Hau Loc district, said: In recent years, the field of culture, sports and tourism (VH,TT&DL) in Hau Loc district has been implemented drastically, specifically and effectively by the Party Committee, the government, the Vietnam Fatherland Front Committee and organizations from the district to the grassroots level. Based on the programs, projects and plans of the province on the field of VH,TT&DL, the guiding documents of the Department of Culture, Sports and Tourism of the province, Hau Loc district has focused on organizing the implementation of cultural criteria in building new rural areas, advanced new rural areas, and model new rural areas. At the same time, implementing Decision No. 4794/QD-UBND dated December 31, 2022 on approving the Project "Building and developing cultural and sports institutions in Thanh Hoa province until 2030"; Plan No. 151/KH-UBND dated June 6, 2023 of the Provincial People's Committee on implementing the Project "Building and developing cultural and sports institutions in Thanh Hoa province for the period 2023-2025".

In recent times, the district has focused on directing the construction and completion of cultural facilities, cultural and sports institutions. In particular, after 13 years of building new rural areas, Hau Loc district has focused on investing in building spacious and synchronous cultural institutions at all levels. Cultural institutions at the district level have been newly invested in, such as the administrative block of the District Cultural - Sports Center; multi-purpose gymnasium; multi-purpose cultural hall; and upgrading the district stadium. Currently, the stadium ensures good conditions for organizing competitions and training activities for athletes and people. The district budget for investing in district-level institutional items is 88.6 billion VND. Village cultural houses and commune cultural facilities have gradually received investment resources. 100% of communes and towns have arranged public land funds for building commune and village cultural institutions. 23/23 communes and towns in the district have cultural and sports centers; 153/153 villages have places for cultural and sports activities for the people. The district has built 108/153 new cultural houses - village sports areas in 23 communes and towns; renovated and upgraded 23 village cultural houses. Cultural facilities at the commune level have received attention from localities; many communal cultural halls have a scale of 300 - 360 seats, tables, chairs, and equipment have been invested synchronously, such as the communes: Phu Loc, Hung Loc, Hoa Loc, Trieu Loc, Minh Loc...

Along with improving and promoting cultural institutions, Hau Loc district has paid attention to directing residential areas and families to register for building cultural titles; organizing the construction and evaluation of the titles "Cultural Residential Area" and "Cultural Family" to ensure quality, efficiency, and gradually go into depth. The work of directing the construction of a cultural environment and civilized lifestyle in weddings, funerals, and festivals; preserving and promoting the values of cultural heritage has had many positive changes. The movements "All people unite to build a cultural life", cultural, artistic and sports movements in the area have been interested in implementing and increasingly developing. Up to now, Hau Loc district has built and formed 80 folk cultural and artistic clubs; 212 sports clubs in residential areas, bringing the total number of people participating in regular physical exercise and sports to 42%; The total number of people participating in activities at cultural institutions in villages and communes reached 50%, contributing to the development of the local economy, culture, society, and new rural construction.
