Aspiration for breakthrough
Hau Giang province was established on January 1, 2004, following the separation from Can Tho city. When it was first established, Hau Giang was the poorest province in the Mekong Delta, with over 80% of its land used for agricultural production and 79% of its labor force employed in agriculture. In 2004, the province's economic scale was only about 4,700 billion VND; average income per capita was about 6 million VND.

Notably, in 2023 it reached 12.27%, continuing to lead the Mekong Delta region, ranking second in the country. The economic scale of the province in 2023 reached 58,505 billion VND, the average income per capita reached 8kin0.33 million VND.
In order to continue promoting economic and social achievements, taking advantage of advantages and potentials, Hau Giang province has developed the Hau Giang Provincial Planning for the period 2021 - 2030, with a vision to 2050 (approved in Decision No. 1588/QD-TTg, dated December 8, 2023 of the Prime Minister).
Accordingly, by 2030, Hau Giang aims to become a fairly industrial province in the Mekong Delta region; with a synchronous system of technical infrastructure and social infrastructure; with dynamic economic, industrial and modern urban areas; cultural and historical values are preserved and promoted; national defense, security, social order and safety are ensured; people have a prosperous, civilized and happy life.
The average growth rate of gross regional domestic product (GRDP) is 8.7%/year; GRDP per capita (at current prices) reaches over 150 million VND/year. The proportion of the GRDP of the agricultural, forestry and fishery sector is about 14%; the industrial and construction sector is about 40%; the service sector is about 38%.

With a vision to 2050, Hau Giang is determined to be a province with a fairly developed level in the country, the center of industrial production and logistics in the Mekong Delta region; comprehensive development of cultural and social fields, a clean living environment, proactive adaptation to climate change; national defense, security, social order and safety are ensured, people have a prosperous, civilized and happy life.
Strategic solutions
To realize the above goals, Hau Giang has mobilized the synchronous participation of the entire political system and the people. According to Program No. 274-CTr/TU on implementing the Hau Giang Provincial Planning for the period 2021 - 2030, with a vision to 2050 issued by the Hau Giang Provincial Party Committee, the province will fully and comprehensively disseminate the provincial planning in all levels of Party committees, authorities, the Fatherland Front Committee, and socio-political organizations to unify awareness and action. At the same time, mobilizing the synchronous participation of the entire political system and the people in the province to seriously, comprehensively and comprehensively implement the Provincial Planning and the Provincial Planning Implementation Plan is an important factor to achieve the goal of rapid, sustainable, comprehensive and inclusive development.
Hau Giang also determines to maximize and effectively use resources, works and projects that have been invested; take public investment as the lead, activating all social resources. At the same time, effectively and economically use resources, especially land and water resources; arrange and reasonably allocate space for socio-economic development, national defense and security in conjunction with infrastructure development as determined in the Provincial Planning. Implement socio-economic development in parallel with environmental protection, proactively prevent and combat natural disasters, and adapt to climate change.

To ensure comprehensive completion of the objectives according to the Plan, Hau Giang Provincial Party Committee sets out 3 main groups of tasks and solutions.
Firstly, propaganda to raise awareness and responsibility of Party committees, Party organizations, authorities, Fatherland Front, socio-political organizations and people in implementing the Provincial Planning.
Second, organize the implementation of the Provincial Planning to ensure the comprehensive completion of the set goals, targets and tasks. Including building a policy mechanism to attract investment, develop enterprises and cooperatives in a preferential and competitive manner compared to other localities on the basis of compliance with current regulations, creating a legal corridor to maximize the potential and advantages of the province. At the same time, focus resources on timely and effective implementation of works and projects identified in the provincial planning; complete and exploit infrastructure from projects that have been and are being implemented to promote the effectiveness of works and projects. Hau Giang also determines to prioritize infrastructure investment projects to create spillover effects, serve the development of industry and logistics services; innovate the growth model towards increasing the application of science, technology, digital technology, innovation; focus on improving the quality and effective use of human resources.

Third, strengthen the inspection and supervision of Party committees at all levels over the government, agencies and units in implementing the Provincial Planning. In particular, promote the role of elected bodies, the Fatherland Front and socio-political organizations in supervision, social criticism and contribution of opinions, creating social consensus, contributing to mobilizing the strength of the political system and the people in the province.
According to Hau Giang Provincial Party Secretary Nghiem Xuan Thanh, the province will develop sustainably on all three pillars of economy - society - environment, taking the human factor as the center, becoming the key to growth and development. The province will also innovate the growth model towards agriculture as the mainstay, industry as the development pillar; trade and services as the driving force for growth, creating jobs and improving people's income and life.
