On the afternoon of September 27, speaking with Thanh Nien reporter, Mr. Duong Dat, Chief Inspector of the Department of Health of Quang Nam province, said that regarding the case of hundreds of people getting food poisoning due to eating Phuong bread (in Hoi An city), the Department of Health has proposed and recommended that the Chairman of the Provincial People's Committee issue a decision to handle administrative violations of food safety for this establishment.
According to Mr. Dat, on September 25, the Food Safety and Hygiene Department of Quang Nam province chaired and invited the owner of Phuong bread establishment to work. At the working session, the provincial Food Safety and Hygiene Department reported the entire incident, announced the results of sample testing from the Pasteur Institute in Nha Trang and the violations of Phuong bread establishment.
Authorities took samples of Phuong's bread and sent them to Pasteur Institute in Nha Trang for testing.
"At the meeting, the owner of Phuong Bread also agreed with the contents of the report and proposed penalties. The owner of the establishment took serious responsibility for the consequences, actively cooperated to find the cause, fix the incident (visit and support the victim), and comply with the suspension of operations and administrative penalties. However, they also stated that they were very receptive in resolving issues after the poisoning incident occurred, so they asked the authorities to consider mitigating circumstances," said Mr. Dat.
Regarding the proposals of the facility owner, at the working session, representatives of the competent authorities took note, but because it exceeded the authority to resolve, they proposed that the Chairman of the Provincial People's Committee consider and decide.
"As for the health sector, upon receiving the information, we promptly investigated and verified the case. The report has been sent, but the date of the penalty decision is not yet clear. We are also waiting," Mr. Dat shared and said that Phuong Bread facility also violated 5 regulations on food safety. Therefore, the administrative fine ranges from 80 million VND to more than 110 million VND. In particular, the most serious violation is causing poisoning to more than 5 people (not yet to the extent of criminal prosecution) will be subject to additional punishment by suspending all production, processing, business and food supply activities of this facility for 3-5 months.
This is also the recommended level of punishment, along with mitigating circumstances for Phuong bakery for the Chairman of Quang Nam Provincial People's Committee to consider.
Phuong Bread Factory must also bear all costs for handling food poisoning, examination and treatment costs for all victims of poisoning.
The Quang Nam Province Food Safety Department reported that the total number of people poisoned by eating Phuong bread was 313, including 103 foreigners. The number of people hospitalized at medical facilities in Quang Nam Province and Da Nang City was 273; 40 people were treated at home and reported by phone.
After eating Phuong bread, most people had symptoms of poisoning such as stomachache, frequent loose stools (over 10 times), vomiting, high fever...
Phuong bread is familiar to international tourists.
As Thanh Nien reported, on the afternoon of September 12, after receiving information that 5 people in a family showed signs of food poisoning after eating bread at Phuong bakery, the Food Safety Department of Quang Nam province took samples and sent them to the Pasteur Institute in Nha Trang to request support for testing. The Pasteur Institute in Nha Trang tested 12 food samples and 1 stool sample.
Based on the test results of samples from the Pasteur Institute in Nha Trang, the main cause of food poisoning after eating Phuong bread was the sample of pork (food in the bread filling) taken on September 11 (and the sample taken from the storage facility on the morning of September 12) was positive/25g for Salmonella spp. This result was tested through the stored food sample and the stool sample of the patient with food poisoning.
Salmonella spp. bacteria are the cause of many food poisoning outbreaks, including many large-scale ones around the world.
