Hundreds of thousands of people may have their applications rejected, not be issued electronic health insurance cards, and lose benefits if they do not update their Citizen Identification Number (CCCD) before the deadline of March 31.

Why do I need to update my CCCD before March 31?

Recently, Ho Chi Minh City Social Insurance issued Notice No. 1423/TB-BHXH on updating Citizen Identification Number (CCCD)/Personal Identification Number (PIN) for social insurance and health insurance participants.

Accordingly, implementing Decision No. 06/QD-TTg dated January 6, 2022 of the Prime Minister approving the Project on developing applications of population data, identification and electronic authentication to serve national digital transformation in the period of 2022-2025, with a vision to 2030; Official Dispatch No. 1147/BHXH-TST dated May 4, 2022 of Vietnam Social Security on declaring personal identification number or CCCD when submitting application for social insurance and health insurance.

People need to update their CCCD before March 31 to avoid interruption of insurance benefits.

As of January 31, 2025, there are still more than 152,000 people participating in social insurance and health insurance who have not updated their CCCD or Personal Identification Number (PIN) into the industry data. This causes difficulties in receiving and processing records related to social insurance and health insurance collection - books - cards. The Social Insurance Agency requires people and employers to complete updating CCCD/PIN information before March 31, 2025.

After March 31, if the CCCD information has not been updated, Ho Chi Minh City Social Security will refuse to process the following procedures: Increase/decrease/adjust information of social insurance and health insurance participants; Issue new or renew health insurance cards; Issue separate sheets of social insurance books, confirm social insurance payment process; Retrieve electronic data related to medical examination and treatment.

Updating the CCCD is a mandatory condition for implementing electronic health insurance card issuance and national digital transformation in the insurance sector.

Benefits of updating CCCD on time

People who have participated in health insurance continuously for 5 years or more will be entitled to 100% of medical examination and treatment costs if the co-payment amount exceeds 6 months of basic salary (currently 1,490,000 VND/month). However, a mandatory condition is to have a Certificate of Non-Co-Payment, which is only issued when the identification information has been synchronized with the social insurance database.

In addition, timely updates also help people: Receive social insurance books and electronic health insurance cards on time; Carry out insurance procedures online quickly; Avoid risks arising during the process of medical examination and treatment at the right place.

Citizens or employers can follow the electronic profile form 608 with a photo of the CCCD, send it to the social insurance agency in charge. This can be done via the National Public Service Portal, the VssID application or directly at the social insurance agency in charge.

Therefore, to avoid losing benefits, people need to urgently update their CCCD before March 31, 2025. This is an important step in the digital transformation of the insurance industry, while helping to ensure full enjoyment of social insurance and health insurance benefits in the coming time.
