In the spirit of reform under the Government's policy and after 4 years of implementing the National Concentrated Promotion Program, the Ministry of Industry and Trade has proactively reviewed and submitted to the Government for promulgation Decree No. 128/2024/ND-CP amending and supplementing a number of articles of Decree No. 81/2018/ND-CP dated May 22, 2018 detailing the Law on Commerce on trade promotion activities.
Effective from December 1, 2024, the new decree has reduced and simplified all 10 administrative procedures on promotions and exhibitions. Of which, 5/7 forms of promotion do not require administrative procedures for notification of promotion implementation.
For example, promotional activities such as discounts, gifts, etc. will not require administrative procedures. Thus, it is expected that hundreds of thousands of administrative procedures on promotions will be abolished and not have to be performed annually, helping to reduce up to 90% of administrative procedure compliance costs for traders and reduce 90% of the number of administrative procedure submissions on promotions annually.

At the launching ceremony of the program "National Concentrated Promotion 2024 - Vietnam Grand Sale 2024" on December 2 in Hanoi, Ms. Le Thi Hong Nhi - Deputy General Director of External Communications and Sustainable Development of Unilever Vietnam International Company Limited thanked the Ministry of Industry and Trade for making changes in administrative procedures related to promotions. In particular, Decree 128 amended in October has helped simplify many administrative procedures related to promotional programs. Enterprises hope that more administrative procedure reforms will be implemented in the coming time to create more favorable conditions for businesses.
According to Ms. Nhi, the macro economy is showing many bright spots, however, the growth rate of the retail industry is still not as expected. The national concentrated promotion program of the Ministry of Industry and Trade is very meaningful and expected by retail enterprises such as Unilever. The program will be a boost, promoting the development of retail business activities in the last months of the year, especially during the Tet holiday.
Deputy Minister of Industry and Trade Nguyen Sinh Nhat Tan shared that in recent times, the Ministry has strengthened trade promotion activities associated with promoting the building of Vietnamese product brands, synchronously and drastically implementing solutions to develop the domestic market, stimulate consumption, diversify forms of purchasing and promotion, promote production, business and circulation activities to contribute to the recovery and development of the country's economy under the direction of the Government.
The Ministry of Industry and Trade issued Decision No. 2245/QD-BCT dated August 21, 2024 on organizing the Program "National Concentrated Promotion 2024 - Vietnam Grand Sale 2024" from December 2-31, 2024 nationwide.

Sharing about the program, Mr. Le Hoang Tai - Deputy Director of the Department of Trade Promotion said that Vietnam Grand Sale 2024 was built and implemented on the basis of creating a "special season" in 2024 so that all businesses in all fields and economic sectors of Vietnam can proactively build and implement promotional programs. In particular, the maximum limit on the value of goods and services used for promotion can be up to 100% depending on the choice of the business, instead of being limited to 50%.
Accordingly, businesses will proactively build promotional programs with diverse and attractive content and forms to provide customers and consumers with many opportunities to access quality goods and services at reasonable prices.
"The Ministry of Industry and Trade believes that with the support of localities, industry associations, businesses, especially tens of millions of Vietnamese consumers, the 2024 national concentrated promotion program will help maximize the recovery of the domestic market to increase total retail sales of goods and consumer service revenue during the year-end period, contributing to maintaining high economic growth," said Mr. Le Hoang Tai.
