Thousands of physicians are not licensed to practice

However, according to Associate Professor Dau Xuan Canh, Chairman of the Vietnam Oriental Medicine Association, over the past 18 years, thousands of Oriental Medicine Association members who meet the criteria for practicing medicine have not been granted a traditional medicine practitioner certificate. The reason is that Circular 29 issued by the Ministry of Health in 2015 requires that those who have completed coursework certificates before June 30, 2004 be granted a traditional medicine practitioner certificate. The Vietnam Oriental Medicine Association currently has about 10,000 members who are qualified to become traditional medicine practitioners, but only 20% are licensed to practice medicine. Thus, thousands of Oriental Medicine Association members are having to "practice illegally" due to the above regulations.

Associate Professor Dau Xuan Canh also said that many people are descendants of the generation who have been taught the profession by their fathers and grandfathers, and are qualified to practice the profession, but are not certified as traditional medicine practitioners, or those who have completed their training certificates after June 30, 2004 are also not certified as traditional medicine practitioners. Mr. Canh said that, in the face of the above-mentioned shortcomings, the revised Law on Medical Examination and Treatment, which is about to take effect, stipulates: The Minister of Health regulates the issuance of traditional medicine practitioner certificates, certificates of people with traditional medicine prescriptions, and traditional treatment methods.

"In the coming time, we propose that the Ministry of Health amend Circular 29/2015/TT-BYT in the direction of issuing new and re-issuing certificates of traditional medicine practitioners to those who meet the requirements. Accordingly, those who want to be granted new certificates of traditional medicine practitioners must first undergo training and after being trained, their capacity must be assessed, so that those with poor capacity are not included in the team allowed to practice," said the Chairman of the Vietnam Oriental Medicine Association.

The Oriental Medicine Association has just submitted a document to the Prime Minister on "assigning the Oriental Medicine Association to preside over organizing vocational education activities and fostering oriental medicine expertise through the method of passing on the profession to members before submitting it to the competent authority to issue a certificate of traditional medicine practitioner".
