Speaking to Thanh Nien Newspaper on March 26, Mr. Han Quoc Dieu, Director of the Taipei Economic and Cultural Office in Ho Chi Minh City, said that the Taiwan Education Agency has just announced the "International Industrial Talent Education Special Program" (INTENSE) for students from Vietnam, Indonesia, and the Philippines, focusing on training in science and technology, chips, semiconductors, etc. with the combination of three parties: the government, businesses, and universities.

Specifically, Taiwan will pay for airfare, tuition and other fees. Enterprises support students with 10,000 NTD/month (about 7.7 million VND), and the university coordinates training according to the enterprise's order. The training period is 2 years, after graduation, students will work for at least 2 years for the Taiwanese enterprise that supported them. After that, students can choose to continue working in Taiwan or return to Vietnam.

According to Mr. Han Quoc Dieu, Vietnam is promoting the development of the semiconductor industry. However, if we want to attract semiconductor enterprises to set up factories and invest in our country, we need to first train human resources. On the other hand, Taiwan is one of the leading countries in semiconductor manufacturing and chip design, with advanced processing technology leading the world.

"Taiwan has a complete semiconductor industry supply chain with 65% of the world's chips and 92% of advanced processing chips being produced here. It can be seen that job opportunities will attract Vietnamese students to come to Taiwan to study, graduate and stay to work. This is beneficial for both Taiwanese universities and businesses in training human resources for this industry," Mr. Dieu informed.

Mr. Tran Hoa Hien, Education Counselor, Taipei Economic and Cultural Office in Ho Chi Minh City, added that the INTENSE program emphasizes orientation according to the needs of businesses. Therefore, the school and businesses participate in designing the curriculum and arranging extracurricular courses for students during their time at the school.

The Ministry of Education of Taiwan has approved about 100 classes of Vietnamese students to apply for this scholarship, including 2-year undergraduate classes (2+2 joint program), 2-year postgraduate classes (for college graduates), 2-year master's and doctoral classes (or joint program). In 2024, it is expected to enroll 2,000-2,500 Vietnamese students in two admission periods: fall (September) and spring (February).

"Representatives from Taiwanese universities will directly interview excellent potential students or sign joint programs with Vietnamese universities. However, to encourage students to study hard, only those with achievements in the top 70% of their class will be able to maintain their scholarships in their second year at the school," Mr. Hien noted.

Counselor Tran Hoa Hien said that in the near future, schools in Taiwan will cooperate with Vietnamese educational institutions to establish representative offices. This is to provide Vietnamese students with free in-person or online Chinese language courses, as well as short-term experiential courses to enhance their desire to study in Taiwan.

"At 8:00 a.m. on March 28, 12 Taiwanese universities will come to Nhan Van Secondary and High School in Tan Phu District, Ho Chi Minh City to organize a seminar on enrollment for the INTENSE program in 2024. Those interested can come and find out more," Mr. Hien added.
