Speaking about online sex crimes at a cabinet meeting on August 27, Mr. Yoon said: "This is an act of exploiting technology while still relying on the protection of anonymity. This is clearly a crime."
The Korea Communications Standards Commission, the state communications regulator, plans to hold a meeting on August 28 to discuss measures against deepfake videos with pornographic content.

South Korean police will launch a crackdown on fake pornographic images. The seven-month campaign will begin on August 28. Police will actively hunt down those who produce and distribute such images, especially those of children and teenagers, according to the Korean National Police Agency.
According to police, 297 deepfake sex crimes were reported nationwide between January and July this year. Of the 178 people charged, 73.6% (113 individuals) were minors.
Public fears are growing as an estimated 220,000 members have joined deepfake porn chat groups on the messaging app Telegram. Many of the chat groups are suspected of creating and distributing deepfake porn featuring edited images of ordinary women. Victims include minors, university students, teachers, and even female soldiers.
The sexual abuse counseling center of the Korea Military Human Rights Center, a group that advocates for soldiers’ rights, has called on the Ministry of National Defense to track down and severely punish those involved in deepfake crimes targeting female soldiers.
Telegram's reputation in South Korea has been tarnished for years after the discovery of an online sextortion ring that operated primarily in the app's chat groups.
In 2020, the ring's leader, Cho Ju-bin, was sentenced to 40 years in prison for blackmailing at least 74 women, including 16 teenagers, into sending depraved and sometimes violent pornographic images of themselves.
Under South Korea's Sexual Violence Prevention and Victim Protection Act, creating deepfake videos with pornographic content for the purpose of distribution can result in up to five years in prison or a fine of 50 million won ($37,500).
