South Korea proposes signing memorandum of understanding on high-speed railway cooperation with Vietnam

Thanking Deputy Minister Nguyen Xuan Sang for taking the time to receive the delegation, Minister Park Sang Woo emphasized that Vietnam is a country with a very high growth rate. The leaders of the two countries have agreed to strengthen cooperation. Therefore, in the field of transportation, Korea hopes to have more specific cooperation.

According to Minister Park Sang Woo, the Vietnamese Ministry of Transport and the Ministry of MOLIT have signed a memorandum of understanding (MOU) on cooperation in the transport sector. This is the basis for the two sides to have specific cooperation. However, in the future, the two ministries can sign MOUs in each sector such as railways, roads, aviation, and maritime.

Deputy Minister of Transport Nguyen Xuan Sang and Minister of MOLIT of Korea Park Sang Woo agreed to strengthen cooperation in the field of transport, including high-speed railway.

"Through the signing of the MOU, we hope that the two sides will make substantial progress in cooperation. In the near future, we can sign an MOU in the railway sector, especially high-speed railways," Minister Park Sang Woo suggested, adding that Korea is one of the first countries in Asia (after Japan) to develop a high-speed railway system. Korea is also a model in technology transfer and localization of industries serving high-speed railway systems.

Regarding MOUs in other transport fields, Minister MOLIT requested the Vietnamese Ministry of Transport to propose specific contents such as: Training for engineers, sharing technical and technological experiences, and the two sides conducting pre-feasibility surveys for a number of projects...

Thanking the Ministry of MOLIT for its cooperation and support for Vietnam in the field of transport in recent times, Deputy Minister Nguyen Xuan Sang highly appreciated Korea's development in urban development, urban transport, and smart transport.

"In the context of Vietnam promoting urban development, especially overcoming traffic congestion in large cities such as Hanoi and Ho Chi Minh City, sharing Korea's experience on this issue is very important.

Vietnam hopes to learn from Korea from its successful experiences and the shortcomings that Korea has encountered and successfully overcome," Deputy Minister Nguyen Xuan Sang said, agreeing with Minister Park Sang Woo's opinion on signing MOUs in each field.

Regarding the railway sector, the Deputy Minister asked MOLIT to share its experiences in investing in the development and exploitation of urban railway systems and high-speed railways and to support Vietnam in receiving and mastering high-speed railway technology as well as developing the railway industry.

The Deputy Minister also hopes that Korea will pay attention to investment cooperation in major projects in the aviation and maritime industries such as the Long Thanh airport construction project and the construction project of Vietnam's seaports.

The Deputy Minister expressed that the Ministry of Transport welcomed the Korean Government for establishing the Economic Development Promotion Fund (EDPF) to develop infrastructure projects in developing countries. This is considered a new generation of ODA capital mobilization with high incentives, flexible loan conditions and no binding conditions during the bidding process.

The two sides took a souvenir photo, demonstrating the close and good cooperative relationship.

Based on the cooperation agreement signed between the two governments, the Ministry of Transport proposed that the Korean side consider and provide EDPF funding to implement a number of important infrastructure projects in the coming time, such as the Thu Thiem - Long Thanh railway construction project; the project to renovate and upgrade national highways connecting to Laos (QL12A, QL12C, QL15D, QL49).

The Ministry of Transport welcomes and calls on Korean enterprises to participate in smart traffic projects on Vietnam's highways. At the same time, it supports Vietnamese state management agencies in developing standards and regulations on electric vehicles and related infrastructure to implement green energy conversion, reduce carbon and methane emissions in the transport sector, with the goal that by 2050, 100% of road motor vehicles and construction motorbikes participating in traffic will switch to using electricity and green energy.

At the meeting, the leaders of the two ministries agreed to continue discussing and realizing specific cooperation in the coming time; at the same time, they expressed their belief that the cooperative relationship between the two countries in general and the two ministries in particular will continue to develop.
