Attending the ceremony were Major General Pham Hai Trung, Commander of the Ho Chi Minh Mausoleum Protection Command; representatives of the Propaganda Department, General Department of Politics of the Vietnam People's Army; representatives of leaders and commanders of agencies and units under the Service and 24 representatives of collectives and 42 typical individuals in the Service.

Before the spirit of President Ho Chi Minh, with infinite respect and gratitude to the genius leader of the Vietnamese revolution, the Hero of National Liberation, the World Cultural Celebrity, the beloved Father of the Vietnam People's Armed Forces, Lieutenant General Nguyen Van Bong, on behalf of the Navy officers and soldiers, reported his achievements to Uncle Ho.
Over 70 years of building, fighting, developing and maturing, generations of Navy officers and soldiers have successively built up a glorious tradition: "Fighting bravely; Being creative and resourceful; Mastering the sea; Determined to fight, determined to win". That tradition is the inheritance and promotion of national and military traditions in new conditions, the result of the enlightenment of the ideal fighting goals of generations to regain national independence and protect peaceful labor at sea.
With its achievements and feats over the past 70 years, the Vietnam People's Navy has been honored by the Party and State with the title "Heroic Unit of the People's Armed Forces" twice, and has been awarded 2 Gold Star Orders, 2 Ho Chi Minh Orders, 2 Independence Orders, 3 Military Exploit Orders, 3 Fatherland Protection Orders, and 1 Labor Order. 82 groups and 58 individuals have been awarded the titles of Hero of the People's Armed Forces and Hero of Labor. Tens of thousands of officers and soldiers have been awarded medals and many other noble awards.
In particular, on the occasion of the 70th anniversary of its founding, the Vietnam People's Navy was honored to receive the Ho Chi Minh Medal from the State - a noble award recognizing the outstanding growth and outstanding achievements of the Navy in the new period.

Navy officers and soldiers vow to always be steadfast, steadfast, united, overcome difficulties, actively study and follow Ho Chi Minh's ideology, morality and style; constantly uphold the spirit of vigilance, combat readiness, sacrifice, firmly protect the sovereignty of the sea and islands of the Fatherland. Continuously study, train and cultivate in all aspects; focus on building strong agencies and units, clean, strong and exemplary Party organizations, contributing to building the Vietnam People's Navy to be "refined, compact, strong", revolutionary, disciplined, elite and modern, excellently completing the tasks assigned by the Party, State and people, worthy of the trust and love of the Party and beloved Uncle Ho; establish many new feats, achievements, new peaks, continuing to write the glorious history of the heroic Army and Navy.
At the ceremony, the Chief of the Navy Command pinned Uncle Ho badges on the delegates attending the ceremony and organized a flower-laying ceremony to pay tribute to President Ho Chi Minh at his mausoleum.
