Customs supports businesses against the impact of tax policies

On April 4, the Customs Department (Ministry of Finance) issued an urgent document requesting customs branches to investigate the difficulties of enterprises in order to find solutions to remove and support them in the face of the US's reciprocal tax imposition.

To help resolve difficulties and limit the impacts of the US Government's tariff policy on business production and business activities, the Customs Department requires the Heads of regional Customs Branches to learn about the difficulties of businesses exporting and importing goods to the US to find solutions; at the same time, grasp the recommendations of businesses to the Customs agency and related agencies.

According to the Customs Department, the Heads of the Regional Customs Branches assign civil servants at the Customs offices at seaports, airports, and industrial parks to be on duty 24/7, especially during the 3-day holiday (April 5 - April 7, 2025), to facilitate immediate customs clearance for goods that are raw materials, supplies, machinery and equipment imported for processing, manufacturing activities, and export products.

The Customs Department requests units to summarize the working results with proposals and recommendations, and send them to the Customs Department (Customs Management and Supervision Board) before April 10, 2025.

Dr. Le Quoc Phuong, former Deputy Director of the Center for Industry and Trade Information (Ministry of Industry and Trade), said that one of the key solutions to respond to the policy of imposing a 46% tax on Vietnam's export goods that was just announced by the US on the morning of April 3 (Vietnam time) is to quickly and strongly reduce taxes on goods imported from the US.

In recent times, the Government and the Ministry of Industry and Trade have proactively taken many positive, goodwill and fairly quick actions towards their US partners. Specifically, since mid-March 2025, the Prime Minister has sent the Minister of Industry and Trade to the US as a special envoy and signed agreements to import goods from the US; at the same time, committed to increasing purchases of US goods in the long term, especially high-tech goods.

Along with that, the Government issued Decree 73/2025/ND-CP amending and supplementing preferential import tax rates for a number of goods, including goods from the US. On April 1, the Ministry of Industry and Trade urgently drafted a Decree on strategic trade control and quickly published it for public comment, aiming to issue it soon.

According to Dr. Le Quoc Phuong, Vietnamese export enterprises need to implement a series of short-term and long-term solutions. Enterprises should also accept low profits in the short term to continue to have many solutions to promote tax reduction in the future. Enterprises need to negotiate with importers in the US to share the burden; cut and save costs to the maximum to maintain profits in the US market, because this is still a large and potential market.

In the long term, businesses need to continue to cut costs even more and diversify their markets even more. In this context, the Government needs to have solutions to support businesses, promote administrative reforms, make the investment and business environment transparent, and respond more quickly to adverse situations. The above measures need to be implemented more drastically and promptly to minimize negative impacts on the economy.
