According to the Hanoi Department of Construction, the implementation of the emergency water supply and restoration project of the To Lich River is in line with the actual conditions and is an urgent task of the city. This issue has been directed by authorities from the central to local levels and has received attention from the people of the capital.
To replenish water for To Lich River and West Lake, Hanoi Department of Construction said that it is necessary to build a pumping station to take water from the Red River and a water pipeline system. The pumping station will be built outside the dike on the right bank of the Red River, expected to be in Phu Thuong Ward (Tay Ho District), outside the protection corridor of Nhat Tan Bridge.
The water pipeline goes through the Hong River embankment - An Duong Vuong Street at the location under Nhat Tan Bridge. The Department of Construction and the Department of Agriculture and Rural Development have worked with the Department of Dyke Management and Disaster Prevention (Ministry of Agriculture and Rural Development) on technical plans, solutions through An Duong Vuong embankment and the location of the water pipeline from the Red River to the To Lich River.
Regarding the direction of the water pipeline from the Red River to the To Lich River, the Hanoi Department of Construction has proposed two options.
Option 1, the Department of Construction plans to build a water pipeline from the culvert through the dike to Vo Chi Cong street, bringing water into the head of To Lich river at the culvert through Hoang Quoc Viet street.
On Vo Chi Cong route, a water division waiting point is arranged to follow the water pipeline through lane 685 Lac Long Quan (Lotte Mall Tay Ho area) and lane 612 Lac Long Quan to Dam Bay lake for treatment before entering West Lake.
Option 2, the water pipeline from the sewer through the dike goes towards Vo Chi Cong street to Lotte Mall Tay Ho area via lane 685 Lac Long Quan and lane 612 Lac Long Quan to Dam Bay lake to enter West Lake.
Hanoi will build a pipeline under West Lake to carry water from Dam Bay Lake to To Lich River at the culvert across Hoang Quoc Viet Street.
Hanoi Department of Construction believes that option 1 has the advantage of being a straight route, running independently and completely on the sidewalk of Vo Chi Cong street.
Option 2 has the advantage of a shorter construction route, connecting to West Lake and taking advantage of the existing TE3 canal.
The inter-sectoral committee unanimously chose option 1, with the pipeline running straight along Vo Chi Cong Street to feed the To Lich River at a recent meeting.
Regarding technical solutions, the Hanoi Department of Construction proposed a water supply flow of 3.0m3/s for To Lich River and West Lake; the size of the water pipeline is D1200 in diameter (arranging 2 steel pipes, 1 backup pipe with a diameter of D1200 placed in a reinforced concrete box); it is expected to place 3 dams at Cong Moc, Dau bridge and the location before the intersection of To Lich River - Kim Nguu River.
The Hanoi People's Committee has just reported to the Prime Minister for consideration and approval to allow the city to build an emergency project to add water from the Red River to the To Lich River to improve the environment.
The total investment of the project is about 550 billion VND from the city budget. Hanoi commits to complete the project before September 2025.
