On the afternoon of October 17, the People's Committee of Hai Phong City held a conference to summarize and draw lessons from the work of preventing, combating and overcoming the consequences of Super Typhoon No. 3 and emergency floods in the area.
The conference was held in person at the Central Conference Center, combined with online access to 15 district and county conference points.
On this occasion, 111 collectives and 82 individuals with outstanding achievements in the work of preventing, fighting and overcoming the consequences of storm No. 3 received Certificates of Merit from the Chairman of the City People's Committee.
According to the report of the authorities, with the close, drastic, proactive, timely, effective leadership, direction, and management, from early, from afar, directly at the scene of the Government, Prime Minister, Deputy Prime Ministers, Central Ministries and branches; the participation of the entire political system, all levels, branches, agencies, units, and armed forces in the city; the support and companionship of the people, business community, organizations, individuals at home and abroad, and philanthropists... Hai Phong has minimized the damage caused by storm No. 3.
Overcoming the consequences of storms and floods is also being carried out urgently.
Before and during the storm , local authorities and relevant agencies issued timely notices and warnings about the storm's developments and risks; and instructed people to take safe response measures.
Close coordination and cooperation between forces and local authorities, along with the cooperation of the people, play a key role in limiting damage and quickly overcoming the consequences.
Recovery and restoration work: After the storm has passed, sectors, localities and units quickly deploy activities to restore and repair technical infrastructure such as traffic, electricity, water, etc. to stabilize people's lives in a short time; quickly carry out relief and support work.
Damage assessment and statistics are carried out promptly and in detail, helping to identify support needs and develop recovery plans.
Damage support work, the drastic participation of local authorities at all levels, socio-political organizations, organizations, individuals, and philanthropists have contributed resources to support people to gradually stabilize their lives and restore production immediately after the natural disaster.
Speaking at the Conference, Mr. Le Tien Chau - Secretary of Hai Phong City Party Committee - respectfully thanked and honored thousands of union members, youth, veterans, women... together with police and military soldiers who rushed into the most dangerous places to fight the storm, support the people and promptly appeared on all roads to clean up and overcome the consequences after the storm. That image touched the hearts of the people of the city and the whole country.
According to forecasts from professional agencies, in the coming time, the La Nina phenomenon may increase the frequency and intensity of storms/tropical depressions. Therefore, Hai Phong City Party Secretary Le Tien Chau suggested quickly overcoming the consequences and upgrading the technical infrastructure system throughout the city to proactively respond to natural disasters at a higher level.
At the same time, Mr. Le Tien Chau requested a comprehensive review of the coordination mechanism, especially the command mechanism for natural disaster prevention, search and rescue and civil defense to identify shortcomings and have immediate solutions, especially paying attention to the subjectivity of a few responsible units such as the issue of pruning trees before the storm.
It is necessary to take seriously the issue of urban development, which must be associated with solving the challenges of climate change, especially for coastal cities like Hai Phong.
In addition, training to raise awareness and skills to respond to natural disasters and climate change for people, businesses and especially students also needs to be focused on and strengthened. This is a fundamental, systematic and sustainable solution. In the more difficult and challenging the situation, the more the entire political system and the people must unite, be unified and determined to act.
Concluding the Conference, Chairman of Hai Phong City People's Committee Nguyen Van Tung emphasized that localities, sectors and units continue to focus on effectively implementing Resolution No. 143 of the Government on key tasks and solutions to promptly overcome the consequences of storm No. 3, promote production and business recovery, actively promote economic growth, control inflation well, especially support farmers but must ensure seriousness, accuracy and completeness.
The City People's Committee plans to move households out of 50 dangerous old apartment buildings (level D), and at the same time submit a relocation support plan so that the City People's Council can soon issue a Resolution.
The agricultural sector urgently plans to invest more than 1,000 billion VND in the next term, along with mobilizing central capital to complete and improve the quality of dikes.
In the work of storm prevention and control, the city has received positive sharing from the armed forces and other localities. In the future, we hope to continue to receive support in the process of building and developing the city.
The Chairman of the City People's Committee also sent congratulations to the awarded groups and individuals and many other groups and individuals with silent contributions.
At the same time, the head of the Hai Phong City government called on all classes of people in the city to continue promoting the combined strength, the spirit of solidarity, mutual love, self-reliance; mobilize and make the most effective use of support resources, thereby promoting and enhancing the qualities of Hai Phong people, brave and resilient, becoming a spiritual strength in the work of preventing and overcoming the consequences caused by natural disasters.
According to preliminary statistics, Storm No. 3 caused human and property damage to Hai Phong City, including 2 deaths; 67 injuries; 1 soldier sacrificed while on duty to help people overcome the consequences after the storm.
Storm No. 3 damaged 11,870 houses, 64 defense works, 603 schools, 237 medical facilities, 1,046 cultural works, historical and cultural relics, 23,342 hectares of rice fields, 2,978 hectares of crops, vegetables, 695,230 ornamental plants, 7,192 hectares of forest, 124,724 fallen trees...
The total estimated damage caused by storm No. 3 in the city is more than 12,249 billion VND.
