Hai Phong: Promoting effective economic development associated with border protection

The interdisciplinary working group of the Central Committee of the Vietnam Farmers' Union and the Border Guard Command (BĐBP) has just had a program to inspect and work with the Farmers' Union of Hai Phong city and the City Border Guard Command on coordination in "mobilizing farmers in border and island areas to promote production, develop the socio-economy associated with the task of protecting the Fatherland's borders in the period of 2019-2025".

According to the report, in recent years, the two units have regularly coordinated closely in leadership, direction, closely and practically coordinated, and implemented the program to firmly protect the sovereignty and security of the sea and island borders of Hai Phong city in the new situation. Hai Phong Farmers' Associations at all levels and Border Guard Stations stationed in the area have actively coordinated, propagated, and mobilized members and farmers to well implement the Party's guidelines and policies, the State's policies and laws, and local working policies, and actively participated in the movement to protect the sovereignty and security of the Fatherland's borders.

Every year, the Farmers' Association at the grassroots level in the city must build 20-25 self-management models associated with the movement to protect national security, which are undertaken by the "Grassroots Farmers' Association", focusing on models in communes, wards and towns with coastal and island areas. During the Lunar New Year, the Standing Committee of the City Farmers' Association regularly visits and presents Tet gifts to Border Guard Stations and some farming households in difficult circumstances in the area. The City Farmers' Association has supported 600 Mangrove trees for members and farmers to plant in the mangrove forests of Dai Hop commune (Kien Thuy district), Ngoc Xuyen ward (Do Son district) with the model "Farmers' trees to block the waves". The Association has directed, mobilized and propagated members and farmers in coastal communes to build a model of "Farmers and fishermen participating in classifying marine waste at source" associated with protecting security and order and maintaining the "Self-managed ship cluster" Club in Do Son district, Kien Thuy district, Tien Lang district (Vinh Quang commune), Cat Hai district ( Cat Ba town); coordinated with the city Border Guard to propagate the Law of the Sea, IUU Regulations...

Based on the Program, up to now, the City Farmers' Association has coordinated to organize 27 propaganda sessions on sea and island protection and environmental protection associated with sustainable production and economic development for 4,200 members, farmers and fishermen in coastal border areas, distributed 4,500 leaflets with propaganda content on the Law on Fisheries and Seafood, the Law on Environmental Protection... launched and built 7 annual pilot models on marine environmental protection associated with the Program on building new model rural areas and the movement to protect national security in coastal areas.

Along with that, every year, the city Border Guard coordinates to propagate and disseminate the law 618 sessions/4,279 vehicles/140,839,100 listeners, distributes 37,786,000 leaflets; gives 2,856 legal books, 616 life jackets, 766 national flags, 50 personal medicine cabinets to fishermen (propaganda and mobilization against illegal fishing (IUU) for 2,405 vehicles/9,537 ship owners and crew members; mobilizes 4,777 ship owners to sign a commitment not to take their vehicles to foreign waters to exploit, fish illegally, not to violate IUU); mobilizes 5,488 people to sign a commitment not to buy, sell, transport, store, use firecrackers, weapons, explosives and support tools...

Through propaganda and mobilization work, people voluntarily handed over 132.9 kg of firecrackers; 54.9 kg of explosives; 65 detonators; 3.45 m of fuse; 51 homemade guns; 421 bullets of various types; 01 cluster bomb; 02 grenades; 03 electric batons; 01 pepper spray; 01 box of old grenades; 129 knives, spears, swords, homemade iron pipes; provided the Border Guard and functional agencies with 4,256 sources of information, of which 627 were valuable for the work of protecting sovereignty, border security, and fighting against all types of crimes.

The above results have created a strong action movement, promoting the successful completion of political tasks of each unit, making an important contribution to socio -economic development, improving the material and spiritual life of farmer members and people. Thanks to that, the solidarity between the two units and the people in the coastal border area has been strengthened, consolidating the solid People's Border Defense posture, the strong People's Border Defense, firmly protecting the sovereignty and security of the city's sea and island borders in the new situation. The outstanding movements from the coordination work have created prestige and trust not only for local Party committees and authorities but also had a profound impact in supporting the political system in the area, contributing to political stability and social order and safety in the locality in recent times.
