On the afternoon of December 18, at the Viet Tiep Friendship Cultural Palace (Hai Phong City), National Assembly Chairman Tran Thanh Man attended the Conference to announce Resolution No. 169/2024/QH15 of the National Assembly on the organization of urban government in Hai Phong City and Resolution No. 1232/NQ-UBTVQH15 of the National Assembly Standing Committee on the arrangement of district- and commune-level administrative units of Hai Phong City in the 2023-2025 period.

At the conference, Chairman of the National Assembly's Committee on Law Hoang Thanh Tung announced Resolution No. 169/2024/QH15 of the National Assembly on the organization of urban government in Hai Phong City and Resolution No. 1232/NQ-UBTVQH15 of the National Assembly Standing Committee on the arrangement of district- and commune-level administrative units of Hai Phong City in the 2023-2025 period.
Accordingly, Hai Phong will organize a one-level and two-level urban government model; People's Councils will not be organized in districts and wards; at the same time, Hai Phong will arrange district and commune-level administrative units to establish Thuy Nguyen City and An Duong District under Hai Phong City; reduce 50 commune-level administrative units (equivalent to 23% of the total number of commune-level administrative units in the city, the second largest reduction in the country).
Speaking at the conference, on behalf of the Party and State leaders, National Assembly Chairman Tran Thanh Man acknowledged, highly appreciated and warmly commended the efforts and outstanding results in socio-economic development, ensuring national defense and security as well as in the arrangement of administrative units at district and commune levels that Hai Phong City has achieved in the recent past. Many good models and good experiences in many fields are initiatives of Hai Phong that can be applied to many localities.
The National Assembly Chairman emphasized that the implementation of the urban government model and the arrangement of administrative units requires determination, perseverance and close coordination among all levels, sectors and people.
The National Assembly Chairman said that this is the basis for Hai Phong to concentrate resources on land and population, expand space for planning, focus on expanding production, effectively promote potentials and strengths for socio-economic development. At the same time, it contributes to streamlining the apparatus, reducing staff, improving the effectiveness and efficiency of local government operations; saving budget expenditures, contributing to improving the lives of cadres, civil servants and people; ensuring national defense; maintaining social order and safety in the new situation.

The National Assembly Chairman requested Hai Phong City to focus on organizing the synchronous and effective implementation, perfecting the urban government organization model in accordance with the spirit of the resolution, ensuring stability, unity, and no interruption in state management activities and public service provision; quickly perfecting the government system at all levels after the arrangement, ensuring unity and connectivity in state management; focusing on training and fostering cadres and civil servants to meet the requirements of tasks in the new situation.
To strengthen consensus, support and create favorable conditions for the people, the National Assembly Chairman requested Hai Phong to carry out propaganda and dissemination work well so that people clearly understand the purpose and meaning of the resolutions, simplify administrative procedures, especially those related to changing documents and records of people and businesses after the rearrangement; thoroughly resolve problems and recommendations arising during the implementation process; ensure the legitimate rights of cadres, civil servants and workers, especially those affected by the streamlining of payroll or rearrangement of job positions.

Along with that, the National Assembly Chairman noted that Hai Phong needs to strongly decentralize to the city government in areas such as urban management, planning, investment, finance, ensuring autonomy and self-responsibility; develop policies and strategies for socio-economic development suitable to the scale and characteristics of administrative units after the rearrangement. The National Assembly Chairman requested Hai Phong city to focus resources on developing and upgrading technical infrastructure and social infrastructure, attracting investors and improving the quality of life of people, aiming to become a smart and modern city; strengthen supervision of implementation to promptly detect and resolve difficulties and problems during the implementation process, especially paying attention to arranging, managing and using headquarters and public assets of agencies and units in accordance with regulations, ensuring savings and efficiency; resolutely fight against corruption, waste, negativity, and favoritism.
To be worthy of its role as not only a growth pole but also a development driving force for the region and the whole country; to become a modern, pioneering city, completing industrialization and modernization early, having a position not only domestically but also regionally and internationally, the National Assembly Chairman pointed out that Hai Phong needs to have specific policies and mechanisms to meet the requirements of development, take-off, and enter a new era - the era of national growth.
