On December 5, within the framework of his visit and work in Vietnam, Mr. Bounthong Chitmany, Politburo member, Permanent Secretary of the Secretariat, Vice President of Laos, led a high-ranking delegation of the Lao People's Revolutionary Party to visit and work in Hai Phong city.

Mr. Le Tien Chau, Secretary of the Hai Phong City Party Committee, expressed his joy when the city welcomed Mr. Bounthong Chitmany and the high-ranking delegation of the Lao People's Revolutionary Party to exchange and share experiences in Party building work of the two countries in general and Hai Phong City in particular.
The Secretary of the Hai Phong City Party Committee affirmed that the great friendship, special solidarity and comprehensive cooperation between Vietnam and Laos, founded by the great President Ho Chi Minh, President Kaysone Phomvihane and beloved President Souphanouvong, and nurtured by generations of leaders of the two Parties, States and peoples, is the foundation for the two countries to promote and pass on to future generations.
Mr. Le Tien Chau shared that the cooperative relationship between Hai Phong City and the two provinces of Vientiane and Udomsay over the past years has achieved many good results in the fields of Party building, government, education and training, health care, tourism, investment cooperation, trade, etc.
In terms of training cooperation, universities in Hai Phong currently have 117 Lao students studying on scholarships. Delegation exchanges, friendship exchanges, and information and propaganda activities are actively implemented. In recent years, Hai Phong has been honored to welcome and work with many high-ranking delegations of Lao officials.
Regarding people-to-people diplomacy activities, the Vietnam - Laos Friendship Association of Hai Phong City is one of the largest and most active associations with many meaningful activities organized regularly, contributing to strengthening the relationship between the people of the two countries.
Mr. Le Tien Chau, Secretary of Hai Phong City Party Committee, and Mr. Bounthong Chitmany, Vice President of Laos, presented souvenirs.
Mr. Le Tien Chau added that implementing Resolution No. 45 of the Politburo on building and developing Hai Phong City to 2030, with a vision to 2045; the directions of the late General Secretary Nguyen Phu Trong and General Secretary To Lam, from the beginning of the term until now and especially in 2024, Hai Phong has achieved many important and outstanding results in all aspects.
The work of building the Party, the political system, and mobilizing the people was carried out comprehensively and synchronously with high determination. Democracy within the Party was widely implemented, creating a high level of solidarity and unity throughout the Party. The Party's leadership method had many innovations; administrative processes and procedures within the Party were cut down. The preparation for organizing Party Congresses at all levels towards the 17th Congress of the City Party Committee was directed resolutely, methodically, and synchronously.
The economic scale is 16.62 billion USD, ranking 6th in the country. The growth rate of gross regional domestic product (GRDP) in 2024 is estimated at 11.01%, ranking 3rd in the country, 10 consecutive years of double-digit growth, a miracle in the renovation period.
From 2022 to present, Hai Phong's total state budget revenue has exceeded 100,000 billion VND, and in 2024, the total budget revenue is expected to reach over 116,000 billion VND (equivalent to 4.64 billion USD). In 2024, foreign direct investment attraction will reach 4.7 billion USD, 2.35 times higher than the plan. In addition to Dinh Vu - Cat Hai Economic Zone and 14 effectively operating industrial parks, Hai Phong is actively establishing 15 more industrial parks to be ready to attract new investors.
The city exempts tuition fees for students at all levels; reduces vocational training fees; develops social housing for the people. The political and social situation is stable, national defense, security, and social order and safety are guaranteed. Hai Phong is also building a drug-free city.
To further promote the friendly cooperation between the two Parties and peoples of the two countries in general and Hai Phong City with Lao localities in particular, the Secretary of the Hai Phong City Party Committee hopes and believes that the traditional friendship, brotherly solidarity, and multi-faceted cooperation between Hai Phong City and Vientiane and Udomsay provinces will increasingly bear fruit.
The Lao Vice President thanked the city for its warm welcome to the delegation; expressed his impression and congratulated Hai Phong on its comprehensive development achievements in all fields.
Mr. Bounthong Chitmany said that this visit is a good opportunity for the members of the delegation to learn from Hai Phong's experience in various fields as well as to further strengthen the friendly relationship between the two sides. The success of Vietnam in general and Hai Phong in particular is a source of motivation to encourage Laos on the path of construction and development.

Over the years, under the leadership of the Lao People's Revolutionary Party, politics has always been stable, the economy has maintained growth; Laos' role in the international arena has been increasingly enhanced with the successful organization of the 2024 ASEAN Summit and related Summits.
Currently, Laos is focusing on organizing congresses at all levels, leading up to the 12th Congress of the Lao People's Revolutionary Party. This congress plays an important role with outstanding contents such as summarizing 40 years of implementing the principled renovation policy and approving the 3rd political platform to suit the practical situation.
