Hai Phong: Promoting the construction of transparent administration

Hai Phong identifies digital transformation as a direct impact solution to build a transparent, effective, efficient administration and rapidly improve the investment and business environment.

Administrative procedure reform is identified by Hai Phong city as a key and breakthrough task in administrative reform.

The city has reviewed, reduced, and simplified administrative procedures; promoted administrative procedure reform in the electronic environment. Thereby, creating a clear change, a favorable environment for people and businesses in implementing administrative procedures.

Diversify forms of support for people and businesses

According to Vice Chairman of Hai Phong City People's Committee Hoang Minh Cuong, the city focuses on the responsibility of leaders in directing and operating, inspecting and supervising the implementation of tasks assigned by the City People's Committee using software; sending weekly messages to heads of agencies and units about the implementation of tasks.

Besides, the city focuses on building the quality of cadres, civil servants and public employees, improving discipline, ethics and responsibility in performing public duties of cadres, civil servants and public employees.

Since 2013, Hai Phong has directed innovation in civil servant recruitment from building a question bank, determining recruitment positions according to the job position structure, receiving applications to organizing examinations; strictly checking the diplomas and certificates of civil servant candidates.

Hai Phong is the first locality in the country to organize civil servant recruitment exams on computers and conduct interviews during recruitment (the leaders of the City People's Committee directly interview).

Regarding leadership and direction of administrative reform, the city focuses on removing difficulties and creating a favorable business environment for enterprises.

Dialogue forms are implemented flexibly, from city to local levels; dialogue is enhanced through the Electronic Information Portal, Hai Phong Radio and Television Station.

Recently, the city successfully organized a conference of the Standing Committee of the City Party Committee to dialogue with businesses with the participation of about 600 businesses in the area.

In addition, the city has implemented various forms of support for businesses to carry out digital transformation, deploying the model of "Connecting conditional business license procedures;" supporting business registration via Zalo, answering online using AI in the fields of business registration, investment, education and training.

Hai Phong is determined and focused in directing and organizing the implementation of shortening the time for administrative procedures compared to regulations, especially administrative procedures related to improving the investment and business environment.

The city has cut and simplified 38 procedures, of which 35 procedures have reduced the total processing time by 103 days... The rate of online application submission reached 90.58%; online payment records reached 55.02%.

Notably, in the field of business investment, the city has issued 100% of new and changed business registration certificates online; 100% of businesses declare taxes electronically; over 99% of businesses register to pay taxes electronically and make electronic tax refunds for 100% of businesses.

At the same time, 100% of enterprises use digital signatures in tax declarations; 99.65% of enterprises implement electronic customs, the time to receive and clear green lane declarations is from 1-3 seconds.

Enterprises declaring and paying social insurance, health insurance, and unemployment insurance via electronic transactions reached 98.57%.

Building a transparent administration

Hai Phong effectively reorganizes the apparatus, promotes decentralization and delegation of power, creating initiative for units and localities.

Hai Phong is one of the leading localities in implementing pilot policies in organizational restructuring activities.

In the 2015-2021 period, the city will reduce 105 public service units (equivalent to 10.41%); from 2022 to present, it will continue to reduce 88 units (of which 27 units will be reduced in 2022 and 61 units will be reduced in 2023).

It is expected that by 2025, Hai Phong will complete the target of reducing at least 10% compared to 2021.

The city proactively catches up with digital transformation to best meet the requirements of businesses and investors.

Hai Phong has deployed the e-Government Architecture; the provincial data integration and sharing platform (LGSP). Accordingly, 100% of documents exchanged between state administrative agencies are in electronic form; 100% of agencies connect and interconnect the administrative document management systems from the provincial to district levels.

100% of agencies connect and link the Executive Document Management Systems from provincial to communal levels; connect the National Population Database; the Civil Status Management Information System, the Judicial Records Management System; the Business Registration Database, the Budget Relationship Code Issuance System; connect the National Payment Platform.

Master of Economics Phan Thi Minh Chau, in Le Loi ward, Ngo Quyen district, shared that when registering for online public services, people and businesses only need to use a device with an Internet connection to be able to handle administrative procedures anytime, anywhere.

This helps save time, effort, and reduce travel costs for citizens; at the same time, it helps state agencies manage more effectively.

Ms. Nguyen Thi Hong, Dang Lam ward, Hai An district said that before, when she came to the ward to do procedures related to her personal records, she had to wait for a long time. But now, she clearly sees a change from the attitude of the staff to the quick procedure time.

All questions from the people are answered clearly and easily by the staff at the One-Stop-Shop. Thereby, creating trust for the people whenever they need to go to the government agency to resolve necessary procedures.

According to Vice Chairman of Hai Phong City People's Committee Hoang Minh Cuong, in the coming time, the city will continue to synchronously implement administrative reform contents, focusing on digital transformation.

Hai Phong identifies digital transformation as a solution with direct impact to build a transparent, effective, efficient administration and rapidly improve the investment and business environment, helping to increase the quality of economic management of the government.

Hai Phong ranked first among the five centrally-run cities in GRDP growth (reaching 9.32%, 1.6 times higher than the national average growth rate) in the first quarter of 2024.

Compared to the same period last year, domestic budget revenue reached over 18,900 billion VND, an increase of over 130%, reaching 50% of the estimate assigned by the Central Government; export turnover reached about 7.74 billion USD, an increase of over 18%.

In the first 5 months of 2024, the city attracted 29 newly licensed foreign direct investment (FDI) projects with a capital of 247 million USD; 19 FDI projects adjusted to increase capital with an additional capital of 400 million USD.

Total investment capital attracted is estimated at 647 million USD, equal to 111% compared to the same period last year. Attracting FDI capital into Hai Phong city continues to maintain its leading position nationwide./.
