In addition, administrative procedure reform, especially procedures related to business registration, investment, and licensing for technology projects, has been promoted towards digitalization and maximum simplification. Continuously improving the business investment environment and enhancing provincial competitiveness index (PCI) is identified as a key and regular political task, aiming to build solid trust for the business community.

Hai Phong continues to promote the advantages of a logistics center with a multimodal transportation system (inter-regional expressways, future international deep-water seaports of Lach Huyen and Nam Do Son, upcoming international airports of Cat Bi and Tien Lang, a modern and synchronous railway network, creating favorable conditions for inter-regional transportation infrastructure).

Resolution 57-NQ/TW has affirmed the decisive role of science and technology development, innovation and creativity with guaranteed human resources. Therefore, Hai Phong has determined that investing in high-quality human resources is investing in a sustainable future. The city is synchronously implementing many solutions: from fundamentally innovating training programs at universities, colleges, and vocationaltraining institutions to meet market demand, especially in key areas such as high technology, information technology, automation, semiconductors, AI, data science; to issuing breakthrough policies to attract talents and good experts at home and abroad. The three-party linkage model "State - School - Enterprise" is strongly promoted, ensuring training is closely linked to production practices, solving the problem of "supply - demand" of high-tech labor.
