Hai Phong 10 years of double-digit growth, 2025 to complete the establishment of a new generation free trade zone

In 2014-2024, Hai Phong city's economy grew continuously by double digits, continuing to maintain its position as the growth pole of the North.

According to the report at the 18th Conference of the Executive Committee of the Hai Phong City Party Committee, term XVI, in 2024, the expected GRDP growth rate of Hai Phong city is 11.01%, ranking 3rd in the country.

This is a remarkable growth figure, and is also the 10th consecutive year that Hai Phong city 's GRDP growth rate has been recorded at double digits.

Of which, the city's domestic revenue exceeded the plan by more than VND3,000 billion. Foreign direct investment attraction reached USD4.7 billion, 2.35 times higher than the plan.

The selection of key tasks and breakthroughs to assign responsibility for direction and implementation to each Party member and cadre according to the motto "clear work, clear people, clear resources, clear progress, clear responsibility", together with the joint efforts, consensus and determination of the entire political system and people, has brought about remarkable results.

The city has achieved the goal of no more poor households according to the national poverty standard for the 2022-2025 period, 1 year earlier than the target set out in the Resolution of the 16th City Party Congress...

Despite many remarkable achievements, Hai Phong also faces many difficulties.

The progress of disbursement of public investment capital is still slow, up to now only reaching 76% of the plan assigned by the Prime Minister and 59.02% of the plan assigned by the city.

In the 11 months of 2024, land revenue accounted for more than 40% of the city's domestic revenue, much higher than that of Ho Chi Minh City , Hanoi and Quang Ninh province.

Promoting the achieved results and overcoming existing shortcomings, in 2025 Hai Phong will continue to closely follow and focus highly on leadership and direction in implementing the unachieved goals and targets in the Resolution of the 16th City Party Congress.

Completing a number of tasks is a basic condition, a solid foundation for the next stage of breakthrough development such as: Establishing the Southern Coastal Economic Zone of Hai Phong (in 2024); speeding up the establishment of industrial parks that are stuck in procedures, dragging on for many years without completion.

Urgently research and propose adjustments to the master plan 323, to be completed in 2025, to anticipate future development directions such as the Lao Cai - Hanoi - Hai Phong and Mong Cai - Hai Phong railways.

Establish a new generation free trade zone, completed in 2025.

Develop a green transformation project for Hai Phong city , firstly build Cat Ba into a green island; develop the southern coastal economic zone of Hai Phong in a green and ecological direction.

Urgently carry out procedures to soon start construction of projects such as Tan Vu - Lach Huyen 2 bridge, Nam Do Son port, Cat Bi airport passenger terminal and aircraft parking lot...
