Implementing the National Strategy and Program on Gender Equality and VSTBCPN, every year, the People's Committee of Hai Hau district strengthens the District VSTBCPN Board, issues documents directing and guiding departments, offices, communes and towns to implement policies and laws on gender equality, develop plans to implement gender equality work, organize activities in response to the Month of Action for Gender Equality and prevention and response to gender-based violence. Departments, branches, unions, communes and towns all develop implementation plans at agencies and units; integrate the goals and targets on gender equality and VSTBCPN into the local socio -economic development plan; integrate into the programs of activities, programs and projects of agencies and units.
To effectively implement the National Program on Gender Equality and VSTBCPN, Hai Hau district directs to promote communication, education to innovate thinking, raise awareness, change behavior on gender equality. The district's Center for Culture - Information and Sports, sectors, unions, communes and towns organize propaganda on the Party's guidelines and policies; State policies and laws related to gender equality work. Propaganda and dissemination of the Law on Gender Equality and documents guiding its implementation; knowledge related to women and children; knowledge about gender; information on science and technology, health, family planning, child rearing, environmental sanitation, crime prevention, social evils, HIV/AIDS prevention, domestic violence prevention... The form of propaganda is diversified towards each target group through media such as the District People's Committee's website, radio system; Organize a number of activities to celebrate International Women's Day (March 8), International Day of Happiness (March 20); hang banners, slogans; disseminate integrated activities of programs, projects, meetings, seminars, educational activities in the community. High schools and secondary schools integrate education and dissemination through extracurricular activities and subjects to help students soon realize their responsibilities regarding gender and gender equality. The District Women's Union (DWU) directs all levels of the District Women's Union to act as the core to disseminate policies and laws on gender equality and VSTBCPN integrated into union activities; organize the dissemination of Resolution No. 11-NQ/TW of the Politburo on women's work in the period of promoting industrialization and modernization of the country. The “Women with the Law” clubs organize regular activities and disseminate the revised Law on Marriage and Family, the Land Law, etc. to provide women with essential legal knowledge to help them understand and know how to protect their legitimate rights and interests. The Farmers’ Association and the District Youth Union integrate the work of gender equality through their programs. The work of disseminating and popularizing the law on gender equality is widely organized, especially at the grassroots level, contributing to raising awareness and sense of responsibility of authorities at all levels, sectors, organizations and communities in the work of gender equality and gender equality.
Along with propaganda work, Hai Hau district actively directs the implementation of activities to promote the implementation of national goals on gender equality and VSTBCPN, contributing to the overall socio-economic development of the district. In order to increase the participation of women in management and leadership positions, in order to gradually reduce the gender gap in the political field, the District Party Committee, People's Council, and People's Committee have directed Party committees at all levels, departments, branches, and localities to develop plans to train and foster female cadres with capacity, qualifications, and prospects to supplement the cadre planning source of each agency and unit. The proportion of women participating in Party committees, People's Councils, and key leaders from the district to the grassroots has gradually improved. The proportion of women participating in Party committees for the 2020-2025 term: District level is 5/36 comrades, accounting for 13.8%; Commune level is 90/434 comrades, accounting for 20.7%. The proportion of women participating in the People's Council for the 2021-2026 term: district level: 13/40 delegates, accounting for 32.5%; commune level: 256/857 delegates, accounting for 29.87%. Number of female cadres holding leadership and management positions: district-level Party and mass organizations: 8/27 leaders and managers, district-level government: 9/49 comrades, commune and town blocks: 49/367 comrades. The District Party Committee always pays attention to training, fostering, planning, and training of female cadres at all levels. Female cadres, civil servants, and public employees who are interested in political and administrative training always strive to fulfill their assigned tasks well, contributing significantly to the successful implementation of the economic, cultural, social, and security development goals of the district.
In addition, the district promotes activities to reduce gender gaps in the fields of economy, labor, and employment; enhance women's access to economic resources and the labor market. Specialized agencies coordinate with the People's Committees of communes and towns to review and update information on the labor supply and demand database in the area, thereby grasping information on the general employment situation and the employment situation of women in particular, coordinating to organize job creation, providing information to workers, implementing consultation, disbursing loan capital to create jobs, and programs to support workers, thereby creating jobs for people; in which priority is given to developing jobs for female workers. The District Women's Union has implemented the project "Supporting Cooperatives Managed by Women, Creating Jobs for Female Workers by 2030" for 150 chairmen and vice chairmen of the Women's Unions of communes and towns, women entrepreneurs, female enterprises, and representatives of cooperatives managed by women. Continuing to promote the implementation of the project "Supporting Women's Entrepreneurship", the Unions at all levels mobilize and support women to start businesses, enhancing women's economic empowerment.
Since the beginning of 2024, more than 500 women's union member households have received preferential loans from employment and poverty reduction programs and other credit sources to invest in production and business. Women have actively studied to improve their knowledge of applying scientific and technical advances, introducing rice varieties with good yield, quality, resistance to pests and diseases and crops with high economic income into production, contributing to shifting the crop structure, converting the structure of varieties, crops, livestock, participating in developing farm and family farm models, implementing the Agricultural Restructuring Project. Many women participate in developing industrial and handicraft production, actively developing craft villages, traditional occupations, new occupations in the locality, focusing on the following industries: garment, leather shoes, crocheting, handicrafts... creating more jobs for many workers.
As mothers, wives, and children in the family, women make important contributions to maintaining life, developing the family economy, raising and educating children, and building happy families. Recently, the District Women's Union in collaboration with the District Women's Union organized 5 thematic conferences on the 4 Vietnamese family values "Safety - Responsibility - Prosperity - Equality" for 1,560 female members. Women are allowed to participate in most fields, are recognized by law, have economic independence, and enhance their status in the family. The movement "good at public affairs - good at housework" is concretized in industries and fields, helping women to truly be exemplary models in building happy families.
To help women have a solid foundation in life, the district has directed attention to doing well in education and training, encouraging women to participate in vocational training, improving their qualifications, through the policy of reducing educational contributions. Organizing popularization and education activities, training courses, and improving knowledge for women. 100% of schools have included educational content on gender equality, sex, and reproductive health in the school's education plan through formal and extracurricular activities. 100% of girls have completed primary and secondary education. The rate of female students, pupils, and university students newly recruited in the vocational education system is over 80%. The health sector has strengthened activities to ensure gender equality in accessing and enjoying health care services, pregnant women are cared for according to regulations, receive health care advice, and encourage women to do well in family planning. Medical examination and treatment facilities from district to commune and town level have adequate technical equipment to serve mothers and children safely. In 2024, the sex ratio at birth will be 112.8 boys/100 girls. There will be no maternity-related deaths. Authorities will promptly grasp and resolve pressing issues of women; Women will be provided with knowledge and skills to prevent domestic violence and gender-based violence. Domestic violence will be controlled.
With the attention and direction of the District Party Committee, People's Council, and People's Committee, and the coordination of sectors and organizations, gender equality and women's empowerment work in Hai Hau district has been effectively implemented; the position and role of women have been increasingly affirmed in political, economic, cultural, and social aspects.
