To improve the investment and business environment, the Department of Planning and Investment of Hai Duong province focuses on improving the quality of 4 PCI component indexes. Of which, 1 index of the province has a high ranking and needs to continue to be promoted: market entry. 3 indexes are at the average level and need to be improved: transparency and ability to receive information, time costs, and informal costs.

The Department of Planning and Investment proposed 7 specific and key solutions, including: publicizing and making transparent administrative procedures related to receiving and handling investment procedures and registering business establishment; developing and organizing the implementation of internal handling processes for each administrative procedure; improving the effectiveness of coordination between departments, branches and localities; shortening the time to handle administrative procedures; paying attention to updating and posting regulations, policies and plans, facilitating businesses to access information; strengthening inspection and preventing harassment and nuisance in performing tasks; maintaining the hotline of the department's leaders for businesses to promptly reflect and provide information.
