Hai Duong plans to reduce 294 commune-level officials and civil servants by 2025

Comrade Bui Hoc Anh, Head of the Legal Committee of the Hai Duong Provincial People's Council, agreed with the proposal on the number of commune-level cadres and civil servants in 2025 of the Department of Home Affairs of Hai Duong province.

On the afternoon of December 2, the Legal Committee of the Hai Duong Provincial People's Council worked with the Department of Home Affairs on the contents of a number of reports scheduled to be presented at the 28th Session of the Provincial People's Council taking place from December 9-11.

At the meeting, the Department of Home Affairs presented a proposal to assign the number of commune-level cadres, civil servants and part-time commune-level workers in the province in 2025.

The Department of Home Affairs proposed that the total number of cadres and civil servants assigned in 2025 is 4,592 people, a decrease of 294 people compared to 2024.

The main reason for the decrease is that commune-level administrative units will be reorganized for the 2019-2021 period and the 2023-2025 period (due to retirement, job transfer, and staff reduction) at merged commune-level administrative units until December 1.

Of which, the two localities with the largest decrease in number are Ninh Giang district (54 people) and Gia Loc district (51 people).

Some localities have adjusted the number due to increase or decrease in population size, but the number is small.

The number of non-professional workers at the commune level in 2025 increased by 59 people compared to 2024 because the Provincial People's Council increased the number of non-professional workers at the commune level of type I from 11 to 14 people, and at level II from 11 to 12 people.

Speaking about the above content, Head of the Legal Committee of Hai Duong Provincial People's Council Bui Hoc Anh assessed that the Department of Home Affairs had fully implemented the procedures, ensuring the correct order and conditions to submit to the Provincial People's Council for consideration at the regular meeting at the end of the year.

The Provincial People's Council's Legal Committee agreed with the proposal of the Department of Home Affairs.

At this working session, the Legal Committee of Hai Duong Provincial People's Council also reviewed the submissions and draft resolutions on:

- Propose to issue a resolution of the Provincial People's Council regulating support policies for civil servants and public employees working at the Provincial Public Administration Service Center and the "one-stop" department of the People's Committees at district and commune levels in Hai Duong province.
- Propose to issue a resolution of the Provincial People's Council on the Plan for public employee payroll in administrative agencies, the number of employees receiving salaries from the state budget, labor contracts according to Decree No. 111/2022/ND-CP in public service units and mass organizations assigned tasks by the Party and State in the province in 2025.
- Propose to issue a resolution of the Provincial People's Council to support funding for 15 students from Vientiane province to study in Hai Duong province.
- Rename residential areas in Le Thanh Nghi ward (Hai Duong city).
