At this meeting, the Department of Information and Communications reported on the issuance of a decision to promulgate economic and technical norms for print and electronic newspaper activities in Hai Duong province. The issuance of economic and technical standards for print and electronic newspaper operations in Hai Duong province is necessary, thereby contributing to improving the quality of information, meeting the needs of information reception, cultural and spiritual enjoyment of the people. Currently, a number of provinces and cities across the country have issued economic and technical standards for print and electronic newspaper operations with a relatively high application level compared to the standards issued by the Ministry of Information and Communications.
According to the Standing Vice Chairman of the Provincial People's Committee, Luu Van Ban, in the past, the province's allocation of resources and funding to invest in equipment and human resources to serve the activities of press agencies has been modest. The products of press agencies play an important role in propagating the implementation of the province's political tasks, contributing to improving the quality of people's spiritual life, so press agencies need to perform well the assigned tasks.
According to the Department of Information and Communications, the issuance of economic and technical norms for print and electronic newspaper activities in Hai Duong province aims to specify the implementation of the Law on Prices; State Budget Law; Decree No. 32/2019/ND-CP dated April 10, 2019 of the Government on regulations on assigning tasks, ordering or bidding for the provision of public products and services using the state budget from regular expenditure sources; Decree No. 60/2021/ND-CP dated June 21, 2021 of the Government on the financial autonomy mechanism of public service units; Circular No. 18/2021/TT-BTTTT dated November 30, 2021 of the Ministry of Information and Communications promulgating economic and technical norms for print and electronic newspaper activities and related guiding documents.
Previously, the Department of Information and Communications had submitted to issue economic and technical norms for radio and television program production in Hai Duong province. Journalism is one of the fields that has early established economic and technical norms in Hai Duong.
