At this meeting, the Department of Information and Communications presented a proposal on the issuance of a decision promulgating economic and technical norms for the operation of print and online newspapers in Hai Duong province. After hearing the opinions of the delegates attending the meeting, the Standing Vice Chairman of the Provincial People's Committee, Luu Van Ban, concluded that the Provincial People's Committee agreed with the content of the proposal from the Department of Information and Communications.

The issuance of economic and technical norms for the operation of print and online newspapers in Hai Duong province is necessary, thereby contributing to improving the quality of information and meeting the information needs and cultural and spiritual needs of the people. Currently, some provinces and cities nationwide have issued economic and technical norms for the operation of print and online newspapers with application rates that are quite high compared to the norms issued by the Ministry of Information and Communications .
According to Deputy Chairman of the Provincial People's Committee Luu Van Ban, in the past, the province's allocation of resources and funding for equipment and personnel to support the activities of press agencies has been modest. The products of press agencies play an important role in disseminating information about the province's political tasks and contributing to improving the quality of people's spiritual lives, therefore press agencies need to perform their assigned tasks well.
According to the Department of Information and Communications, the issuance of economic and technical norms for the operation of print and online newspapers in Hai Duong province aims to concretize the implementation of the Law on Prices; the Law on State Budget; Government Decree No. 32/2019/ND-CP dated April 10, 2019, on regulations on assigning tasks, placing orders, or bidding for the supply of public products and services using state budget funds from recurrent expenditure; Government Decree No. 60/2021/ND-CP dated June 21, 2021, on regulations on the financial autonomy mechanism of public non-business units; Circular No. 18/2021/TT-BTTTT dated November 30, 2021, of the Ministry of Information and Communications promulgating economic and technical norms for the operation of print and online newspapers, and related guiding documents.
Previously, the Department of Information and Communications had submitted for promulgation economic and technical norms for the production of radio and television programs in Hai Duong province. Journalism was one of the first fields in Hai Duong to have economic and technical norms established.
