In the long night of slavery, under the domination of colonialism and feudalism, the Communist Party of Vietnam was born (February 3, 1930) like a beacon, ending the crisis in the path to save the country, opening the path of proletarian revolution, national independence associated with socialism.
In Hai Duong, 95 years ago, in early March 1930, at Do Xa communal house, Hoang Tan ward (Chi Linh), the first Communist Party cell of the province was officially established. From here, the revolutionary fire spread strongly and laid a solid foundation for the birth and development of the Hai Duong Provincial Party Committee.
On June 10, 1940, in Ta Xa village, Hop Tien commune (Nam Sach), the establishment of the Hai Duong Provincial Party Committee took place. Immediately after its establishment, the Provincial Party Committee led the people's struggle movement, preparing the necessary conditions to carry out the General Uprising to seize power in the August Revolution of 1945, making Hai Duong one of the four provinces to seize power in the provincial capital the earliest in the country.
Since its establishment, the Hai Duong Provincial Party Committee has gone through 17 Congresses. From 3 members of the provisional Provincial Party Committee with 14 party members, the Provincial Party Committee now has 15 grassroots party committees directly under the Provincial Party Committee, 640 grassroots party organizations with over 108,000 party members.
At the 17th Congress for the 2020-2025 term, the Resolution of the Hai Duong Provincial Party Congress set the following goals: Gross Regional Domestic Product (GRDP) increases by an average of 9% or more. Domestic budget revenue increases by an average of 10%/year. Every year, 80% of grassroots party organizations and 90% of grassroots organizations of the Vietnam Fatherland Front and socio-political organizations complete their tasks well and every five years, 2,200 or more new party members are admitted...
To achieve the set goals, immediately after the Congress, the Provincial Party Committee Standing Committee issued an action program; at the same time, fully and synchronously implemented the tasks set by the Central Committee and according to the goals, tasks and solutions determined by the Provincial Party Committee. Currently, Hai Duong is focusing on building documents to submit to the 18th Provincial Party Congress, term 2025-2030.
After Directive 35 of the Politburo on Party Congresses at all levels towards the 14th National Party Congress, directives and instructions from the Central Committee, the Executive Committee, and the Standing Committee of the Provincial Party Committee have issued directives, plans, and instructions for directing Party Congresses at all levels.
Up to now, the Provincial Party Executive Committee has listened and given opinions and the Document Subcommittee has received and completed the first draft of the political report to be submitted to the 18th Provincial Party Congress.
The Party gives us faith in the future.
Under the leadership of the Provincial Party Committee, Hai Duong is increasingly developing and achieving many positive results.
According to the Department of Planning and Investment, in recent years the province's economic structure has shifted towards sustainable development. Per capita income ranks 10th nationwide. The fields of culture, health, and education have been constantly improved; social security has been ensured; national defense and security have been maintained, and foreign affairs activities have been constantly expanded.
In 2024, the province's socio-economic development will have a breakthrough. GRDP will increase by more than 1.13 times compared to the previous year. Economic growth will reach 10.2%, higher than the national average, exceeding the target of over 9%. The province's economic growth will rank 6th out of 63 provinces and cities (up 7 places compared to the previous year), the highest growth rate in the past 10 years. By the end of 2024, the state budget revenue in the province will reach 30,774 billion VND, exceeding the annual estimate by 57%, reaching a record level so far. For the first time, Hai Duong is on the list of provinces and cities with a budget revenue of 30,000 billion VND or more.
According to the Provincial Party Committee's Organizing Committee, the work of Party building and political system building has achieved many positive results, constantly improving the leadership capacity and fighting strength of Party organizations and Party members. In 2024, the whole province admitted 2,273 new Party members, exceeding the set plan by more than 3%.
At the end of December 2024, the Hai Duong Provincial Party Committee held a conference to evaluate and classify the quality of the Hai Duong Provincial Party Committee in 2024. The Provincial Party Committee unanimously proposed that the Politburo and the Secretariat classify the Hai Duong Provincial Party Committee as having excellently completed its tasks in 2024.

At the meeting with provincial leaders of all periods on January 17, 2025, Secretary of the Provincial Party Committee Tran Duc Thang emphasized that 2025 is the final year of implementing the Resolution of the 17th Provincial Party Congress, and at the same time, the year starting a new development path. The Party Committee, government and people of Hai Duong identified 2025 as a year of acceleration and breakthrough, with determination and high aspirations for development.
Along with the whole country preparing to enter the era of national development and prosperity, with the spirit of "Solidarity - Innovation - Development", Hai Duong is determined to successfully carry out the assigned tasks, creating a solid foundation for the province's development aspirations in the future.
