On October 15, 2024, the People's Police Electronic Newspaper published an article "Deputy Director of Social Sciences Publishing House proposed to withdraw 2 books on history", which included the following content: "On October 2, Mr. Phan Tan, Deputy Director and Deputy Editor-in-Chief of Social Sciences Publishing House signed a document requesting to withdraw the book "Vietnam's History Without Borders" and review the book "Phan Huy Le's Posthumous Documents on Perceptions of Vietnamese History", licensed for publication by Social Sciences Publishing House.

In a document sent to the Department of Publishing, Printing and Distribution (Ministry of Information and Communications), Mr. Phan Tan stated that: “The book “Vietnam’s History Without Borders” has many historical and political errors and the book “Phan Huy Le’s Posthumous Documents on Perceptions of Vietnamese History” has errors in the map content”. This has caused unnecessary suspicion, affecting the reputation of the Social Sciences Publishing House in the social sciences community, the publishing industry and readers at home and abroad.
On February 12, 2025, the Department of Publishing, Printing and Distribution (DBP) issued Official Dispatch No. 110/CXBIPH-QLXB in response to feedback and recommendations sent to Mr. Phan Tan, Deputy Director and Deputy Editor-in-Chief of the Social Sciences Publishing House, and at the same time sent to the Social Sciences Publishing House, the Vietnam Academy of Social Sciences and relevant agencies and competent authorities.
In the official dispatch, the Publishing, Printing and Distribution Department stated: “Based on the report and appraisal results of the Vietnam Academy of Social Sciences, compared with relevant legal regulations, the Publishing, Printing and Distribution Department found that there was not enough basis to consider withdrawing the two books “Vietnam’s history without borders” and “Phan Huy Le’s posthumous documents on Vietnamese historical awareness” published by the Social Sciences Publishing House.”
Next, Mr. Phan Tan sent a petition dated February 13, 2025 requesting clarification of some contents related to the Publishing Law in the book; on February 21, 2025, the Publishing Department continued to send Official Dispatch No. 151/CXBIPH-QLXB regarding the response to the reflection and petition, sent to Mr. Phan Tan, and at the same time sent to relevant agencies and competent authorities.
Accordingly, in this dispatch, the Department of Publishing, Printing and Distribution continued to affirm: "The Department of Publishing, Printing and Distribution organized the reading and checking of the content of the book "Vietnam's History Without Borders" and determined that it did not violate Article 10 of the Publishing Law"; "...with the organization of reading and checking of the content by the Department of Publishing, Printing and Distribution and the organization of the content appraisal by the Vietnam Academy of Social Sciences (with a document confirming that the content of the book "Vietnam's History Without Borders" did not violate Article 10 of the Publishing Law) has ensured scientific and objective nature in the process of appraising the book's content".
