Ha Tinh takes drastic action to hand over the site for the 500kV line 3 project

With the strong participation of the entire political system and the consensus of the people, by February 7, Ha Tinh had handed over the foundation site of column 285/285 of the 500kV line 3 project.

On the morning of February 16, Comrade Nguyen Hong Dien - Minister of Industry and Trade, Deputy Head of the Standing Committee of the State Steering Committee for important national programs and projects, key to the energy sector chaired an online conference related to the 500kV line project, circuit 3.

The 500kV 3-circuit line project from Quang Trach to Pho Noi has a total length of about 519 km, starting at Quang Trach Power Center (Quang Binh province), ending at Pho Noi 500kV Transformer Station (Hai Duong province). The projects pass through 9 provinces: Quang Binh (1.69 km), Ha Tinh (141.52 km), Nghe An (100.04 km), Thanh Hoa (131.77 km), Ninh Binh (7.83 km), Nam Dinh (55.08 km), Thai Binh (38.93 km), Hai Duong (30.79 km), Hung Yen (11.27 km); the total investment of the projects is 22,356.049 billion VND.

Up to this point, all projects have completed investment preparation work in accordance with the law. To implement the project, the National Power Transmission Corporation has coordinated with localities to strengthen propaganda and mobilize households to accept advance payments and hand over the site to the investor. The projects have been started since late 2023 and early 2024.

The total length of the power line in Ha Tinh province is about 141.52km, with 285 column foundation locations, located in the following areas: Ky Anh town (26.26km, 52 locations), Ky Anh district (23.59km, 51 locations), Cam Xuyen (30.46km, 62 locations), Thach Ha (13.7km, 28 locations), Huong Khe (20.22km, 35 locations), Can Loc (2.74km, 5 locations), Vu Quang (4.2km, 8 locations), Duc Tho (15.35km, 33 locations) and Huong Son (5.02km, 11 foundation locations). The project was started by the investor on January 18, 2024, and contractors are currently simultaneously constructing 93/285 foundation locations.

Participating in the discussion at the conference, Vice Chairman of Ha Tinh Provincial People's Committee Tran Bau Ha affirmed that in the past time, the province has been very determined and focused on leading and directing the handover of construction sites according to the direction of the Prime Minister.

In the coming time, Ha Tinh will continue to take drastic action with the determination of the entire political system to promptly hand over the site to the investor for implementation.

Ha Tinh also requested the State Steering Committee for important national programs and projects, key energy sector to direct EVN to hand over documents and landmarks in the field of the route corridor so that localities can plan to immediately implement site clearance work. Quickly develop a site clearance policy framework to submit to the Government for approval according to regulations.

Propose that the Government soon issue a decree amending Decree No. 156/2018/ND-CP dated November 16, 2018 of the Government to remove difficulties and obstacles (including the impact on forests when building temporary works to serve construction works and projects).

Direct the investor to promptly complete the dossier requesting a decision on the policy of changing the purpose of forest use to another purpose for the area of ​​pillar foundations located outside the location, boundary, and area with a decision on the policy of changing the purpose of forest use (including pillar foundations with a part of the area outside and pillar foundations completely outside).

Concluding the conference, Minister of Industry and Trade Nguyen Hong Dien said that the 500kV line 3 project is a particularly important project related to energy security, national defense security and is a key national project, which is receiving great attention from the State and Government. After listening to the reports of the investor and relevant localities and units, the Steering Committee highly appreciated the ministries, branches and localities for their good coordination with the investor in the past time and completing a large amount of work; the construction work was carried out simultaneously on the entire route, many difficulties and problems are being focused on solving; the construction units worked in the spirit of 3 shifts, 4 shifts, working through Tet...

The Minister of Industry and Trade also said that the project's workload is still large and there are many difficulties and obstacles, the progress has not met the Prime Minister's requirements; many sites have not been handed over, some locations have been handed over but cannot be constructed...

The Minister of Industry and Trade requested ministries, branches and localities to review assigned tasks and work to proactively remove difficulties and obstacles in February 2024. In particular, the Ministry of Agriculture and Rural Development needs to report to the Government for consideration and have a political decision on amending and supplementing Decree 156/ND-CP dated November 16, 2018 of the Government to resolve difficulties and obstacles regarding the permission to impact forests for project construction.

It is recommended that localities promptly hand over the site, or remove difficulties for the site that has been handed over but cannot be constructed yet, so that the project can be implemented according to plan.

EVN provides relevant documents for localities to develop site clearance plans; promptly carry out construction at locations where the site has been handed over; promptly complete the selection of contractors for the remaining projects; coordinate more closely with localities to implement the projects; closely inspect the works to ensure quality; ensure safety, security; the environment; limit impacts on people's lives...
