The People's Committee of Ha Tinh province has just issued a decision approving the targets and plans for recruiting civil servants in 2023 according to Decree No. 140/2017/ND-CP dated December 5, 2017 of the Government on policies to attract and create a source of cadres from excellent graduates and young scientists.
Accordingly, the total number of civil servant recruitment targets in 2023 according to Decree No. 140/2017/ND-CP is 36 targets (see details here).

General standards and conditions
People who meet the following conditions, regardless of ethnicity, gender, social status, belief, or religion, can register to apply for civil service recruitment:
a) Have only one nationality, Vietnamese nationality;
b) 18 years of age or older;
c) Have an application form; have a clear background;
d) Education level: university degree or higher, with a major or specialty suitable for the job position applied for;
d) Ability to use foreign languages equivalent to level 3 and ability to use basic information technology;
e) Have good political and moral qualities;
g) Be physically fit to perform the duties;
h) For candidates who are civil servants; commune-level officials and civil servants; people working in state-owned enterprises; officers or professional soldiers, if registering for civil service recruitment, they must have written consent from the head of the competent management agency or unit (according to regulations on decentralization) to participate in the civil service recruitment.
Candidates
According to the provisions of Article 2 of Decree No. 140/2017/ND-CP, including:
a) Students who graduated with honors from a university in the country or abroad and are recognized as equivalent to a diploma or certificate according to the provisions of law, have excellent academic and training results in all years of university study, are within the age range specified in Article 1 of the Youth Law at the time of application submission, and meet one of the following criteria:
- Won third prize or higher in one of the provincial-level excellent student selection competitions, won an encouragement prize or higher in the national excellent student selection competitions or a certificate of merit or higher in the international excellent student selection competitions in one of the natural sciences (math, physics, chemistry, biology, informatics) and social sciences (literature, history, geography, foreign languages) during high school;
- Won third prize or higher in a national or international science and technology competition during high school or university;
- Won third prize or higher in an individual Olympic competition in one of the following subjects: mathematics, physics, chemistry, mechanics, informatics or other majors during university study recognized by the Ministry of Education and Training.
b) People with a master's degree, a level I specialist doctor, a resident doctor, a level I specialist pharmacist in medicine or pharmacy within the age range specified in Article 1 of the Youth Law at the time of application submission and meeting the following criteria:
- Meet one of the standards specified in Point a, Section 2, Part III of this Plan;
- Graduated from university with good or higher degree and have a postgraduate training major in the same field as the undergraduate training major.
c) People with a doctorate, level II specialist doctor, level II specialist pharmacist in medicine or pharmacy within the age limit prescribed in Article 23 of Decree No. 40/2014/ND-CP at the time of application submission and meeting all the criteria prescribed in Point b, Section 2, Part III of this Plan.
The following cases are not allowed to register for civil service recruitment:
a) Not residing in Vietnam;
b) Loss or limitation of civil capacity;
c) Being prosecuted for criminal liability; serving or having completed a criminal sentence or decision of the Court but not having had the criminal record cleared; being subject to administrative measures of being sent to a medical facility or educational facility.
Priority in recruitment
a) Armed Forces Heroes, Labor Heroes, war invalids, people enjoying policies like war invalids, war invalids of type B: 7.5 points will be added to the results of round 2;
b) Ethnic minorities, military officers, police officers, demobilized professional soldiers, people working in secretarial work who have changed their profession, graduates of reserve officer training, graduates of training for commanders of commune-level military commands in the basic military sector who have been awarded the rank of reserve officer and have registered for the reserve officer category, children of martyrs, children of wounded soldiers, children of sick soldiers, children of people enjoying policies like wounded soldiers, children of category B wounded soldiers, biological children of resistance fighters infected with toxic chemicals, children of Armed Forces Heroes, children of Labor Heroes: 5 points will be added to the results of round 2;
c) People who have completed military service, public security service, or youth volunteer team members: 2.5 points will be added to the round 2 score.
In case a civil servant candidate belongs to many priority categories as prescribed above, only the highest priority point will be added to the exam score in round 2.
Recruitment form and content
Recruitment form: recruitment through examination.
Admission content: implemented according to the admission form prescribed in Decree No. 140/2017/ND-CP, including:
a) Round 1: consider the candidate's academic, training and research results (if any) to ensure compliance with the standards specified in Article 2 of Decree 140/2017/ND-CP.
Candidates whose profiles meet the requirements specified in Article 2 of Decree No. 140/2017/ND-CP will continue to Round 2.
b) Round 2: interview on professional qualifications and skills (testing the knowledge and skills of the candidate in performing public duties) according to the requirements of the job position to be recruited; interview time 30 minutes (candidates have no more than 15 minutes to prepare before the interview); 100-point scale (applied according to the provisions of Article 11 of Decree No. 138/2020/ND-CP dated November 27, 2020 of the Government).
No review of interview results is performed.
Determine the winner
Apply according to the provisions of Article 12 of Decree No. 138/2020/ND-CP dated November 27, 2020 of the Government regulating the recruitment, use and management of civil servants:
a) Candidates who pass the civil service examination must meet the following conditions:
- Have an interview score of 50 points or higher in Round 2;
- The Round 2 score plus priority points (if any) are higher, taken in descending order within the recruitment quota of each job position.
b) In case there are 2 or more people with the same total score calculated according to the provisions in Point a, Section 3, Part IV of this Plan in the final quota of the job position to be recruited, the person with the higher score in round 2 will be the successful candidate; if it is still not determined, the head of the agency with the authority to recruit civil servants will decide on the successful candidate.
c) Those who fail the civil service recruitment exam will not have their results retained for subsequent exams.
Time: expected to take place in the fourth quarter of 2023.
