Ha Tinh deploys plan to operate electronic medical records

(Baohatinh.vn) - The Ha Tinh Health Sector sets a goal of operating electronic medical records at all 100% of medical facilities at the district level and above by September 2025.

On the afternoon of April 22, the Department of Health held a conference to deploy electronic medical records and the tasks of Project 06. Leaders of the Department of Health, Department of Science and Technology, Provincial Social Insurance, Provincial Police, representatives of software service providers, and medical examination and treatment facilities across the province attended.

In his opening speech, Deputy Director of the Department of Health Le Chanh Thanh emphasized that one of the most important tasks of the conference is to discuss the implementation of electronic medical records according to the direction of the Prime Minister . The conference will analyze, discuss and propose specific solutions to implement electronic medical records. After the conference, medical facilities must take decisive, drastic and synchronous actions to ensure the operation of electronic medical records according to the roadmap of September 30.

According to the report, implementing the tasks of Project 06, the Ha Tinh Health sector has achieved many important results. Up to now, 100% of health insurance medical examination and treatment facilities have linked health records on the VNEID application, the rate of people linking health records is 31.18%, ranking 4th in the country. Cashless payment continues to be encouraged by health facilities. Up to now, the rate of cashless payment at health examination and treatment facilities has reached over 38%. 100% of health facilities have implemented health insurance medical examination and treatment using citizen identification cards or the VNEID application.

The conference communicated and disseminated the plan to deploy electronic medical records of the health sector and the technical requirements for deploying electronic medical records software. To ensure the correct roadmap according to the direction of the Prime Minister, medical facilities need to develop a specific roadmap, clearly assign responsibilities from the board of directors to specialized departments, ensuring no overlap or delay. Coordinate with technology enterprises to support system upgrades, human resource training, upgrade information security systems and test operations according to the set schedule. Direct units to review technical infrastructure, hospital management software (HIS), PACS systems, LIS... to ensure compliance with technical criteria on electronic medical records according to Circular 46/2018/TT-BYT and Circular 54/2017/TT-BYT.

Participating in the discussion, representatives of medical facilities also discussed some difficulties in the process of implementing electronic medical records, requiring timely resolution, especially related to implementation resources when IT costs have not been included in the price of medical examination and treatment services; there are no technical and economic norms for electronic medical records and imaging diagnostic services on LIS and PACS systems; infrastructure capacity and IT personnel between levels, especially at the grassroots level, still lack equipment and specialized human resources...

According to the roadmap set by the Ha Tinh Health sector, in April-June 2025, the survey and assessment of implementation capacity at all units will be completed. Facilities that do not meet the IT infrastructure requirements must make additional procurement plans to complete preparations for the implementation of electronic medical records. In July-August 2025, a trial run of the electronic medical records system will be organized at 100% of medical facilities at the district level and above. By September 2025, electronic medical records will be applied simultaneously, ensuring that each facility stores and exploits medical records completely electronically, meeting the digitalization criteria of the health sector.
