Ha Tinh approves auction results of 4 mineral mines

According to the Department of Agriculture and Environment of Ha Tinh, the Provincial People's Committee has just issued decisions approving the results of the auction of mineral exploitation rights for 4 mineral mines (2 soil mines, 1 clay mine and 1 sand mine).

The Department of Natural Resources and Environment - now the Department of Agriculture and Environment - in coordination with relevant units, organized the first auction of mineral exploitation rights for common construction materials (VLXD) in 2024 on October 21, 2024 for these 4 mineral mines.

At the end of the auction, Trong Tin Real Estate Investment and Construction Joint Stock Company (headquartered in Thach Quy ward, Ha Tinh city) won the auction for the right to exploit 3/4 of the mineral mines put up for auction.

The auction winner for the right to exploit land in Luu Vinh Son commune belongs to An Binh Construction and Transport Trading Company Limited (headquartered in Viet Tien commune, Thach Ha district).

However, due to the need to clarify some contents surrounding the auction, the Provincial People's Committee requested the Department of Agriculture and Environment to coordinate with units, including the Provincial Police, to verify and clarify. The province also established an inspection team to review, inspect and evaluate the process of organizing the auction of the right to exploit minerals for common construction materials in the first phase of 2024.

Up to now, the Provincial People's Committee has issued a decision approving the results of the auction of mineral exploitation rights for 4 mineral mines.

Land for leveling and construction sand are scarce, making construction of some projects difficult.

Specifically, Trong Tin Real Estate Investment and Construction Joint Stock Company won the auction for the right to exploit the Ngoc Son 1 landfill mine (Ngoc Son commune, Thach Ha district), area 8.63 ha, the auction fee for the right to exploit minerals is 36.6%; the brick and tile mine in Ha Linh commune (Huong Khe), area 20.65 ha, the auction fee for the right to exploit minerals is 37.5%; the sand mine in Cup Bau area (Ky Phuong ward, Ky Anh town), area 49.68 ha, the auction fee for the right to exploit minerals is 63.5%.

An Binh Construction and Transport Trading Company Limited won the auction for the right to exploit the Luu Vinh Son 1 landfill (Luu Vinh Son commune, Thach Ha district), area 17.28 ha, the auction winning fee for the right to exploit minerals is 40.5%.

The People's Committee of Ha Tinh province requests Trong Tin Real Estate Investment and Construction Joint Stock Company and An Binh Construction and Transport Trading Company Limited to submit valid and complete applications for mineral exploration licenses in accordance with the provisions of the law on minerals to the competent State management agency. At the same time, prepare and submit applications for mineral exploitation licenses in accordance with the provisions of law.

The Department of Agriculture and Environment is responsible for appraising and confirming survey results, evaluating general information on minerals; appraising and submitting applications for mineral exploitation licenses in accordance with the provisions of law.

Regarding the first auction of the right to exploit minerals for common construction materials (VLXD) in 2024, the Inspectorate of the Ha Tinh Department of Justice also issued a decision to impose an administrative fine of VND 17 million on Trong Tin Real Estate Investment and Construction Joint Stock Company and An Binh Construction and Transport Trading Company Limited due to some violations in the auction participation documents as prescribed in Decree No. 82/2020/ND-CP of the Government.

According to the authorities, the provision of false information by the two companies did not distort the auction results, so there were no consequences or there was no real possibility of causing consequences, so it did not affect the auction results.
