The province's policy of supporting the construction of roads, drainage ditches and intra-field canals has contributed to helping localities complete the goal of building new rural areas.
Accordingly, the budget to implement the policy under Resolution No. 44/2021/NQ-HDND of the province for districts, cities and towns is 80.559 billion VND. Of which, the budget for construction of household wastewater treatment works is 5.364 billion VND; construction of sanitation works (for poor and near-poor households, families of war invalids, martyrs, families with disabled people) is 7.088 billion VND; construction of model new rural residential areas is 33.3 billion VND; funding support for construction of roads, drainage ditches and intra-field canals for Ky Anh and Huong Khe districts is 11.807 billion VND; funding support for striving to meet new rural standards is 23 billion VND.
Reward communes and districts that meet new rural standards, advanced new rural standards, and model new rural standards with 81 billion VND.
The Chairman of the Provincial People's Committee assigned the People's Committees of districts, cities and towns to approve plans to support the implementation of policies in the area, and at the same time publicize the budget plan for policy implementation to each commune-level People's Committee; send the decision approving the budget plan to the Department of Finance for synthesis and consultation with the Provincial People's Committee to allocate funds according to regulations; localities shall ensure their own funding if implementation is outside the Provincial People's Committee's plan.
According to Decision No. 289/QD-UBND dated January 26, 2024, localities that build villages that meet the standards of model new-style rural residential areas will be supported with a total budget of 33.3 billion VND.
Timely implement plans and policies to ensure correct procedures, subjects, conditions and support documents according to regulations.
Strengthen leadership, direction, propaganda, and guidance for organizations and individuals in districts, cities, and towns to implement policies in accordance with regulations. Review and summarize difficulties and obstacles in each policy area during the implementation process (if any); classify and specifically determine the handling authority to promptly remove obstacles under the authority of district and commune levels, summarize obstacles under the authority of the provincial level and send them to the Department of Agriculture and Rural Development to preside over and coordinate with relevant departments, branches, and units to provide guidance on removal (in cases beyond authority, report to the Provincial People's Committee for consideration and handling).
