8 months revenue over 11,500 billion VND
In 2023, the Provincial People's Council assigned the State budget revenue in the area to be 18,968 billion VND (domestic revenue of 8,000 billion VND, revenue from import-export activities of 10,968 billion VND). The province continues to be assigned to ensure the balance of State budget revenue and expenditure with regulation to the Central Government.
In the context of the socio-economic situation continuing to face many difficulties and challenges, under the close direction of the provincial leaders and the participation of the entire political system, from the beginning of the year, the financial sector has synchronously deployed solutions, making an important contribution to implementing the socio-economic development tasks in 2023.
Bustling import and export activities at Vung Ang port
According to data from Ha Tinh's financial agencies, in the first 8 months of 2023, the total state budget revenue in the province is estimated to reach more than 11,500 billion VND, reaching 69.3% of the estimate assigned by the Ministry of Finance and 60.5% of the estimate assigned by the Provincial People's Council. In the context of many difficulties and low results in many economic indicators, the total budget revenue in the first 8 months of 2023 is a bright spot in the socio-economic picture of the province.
Of the total budget revenue estimated at over VND 11,500 billion, domestic revenue is estimated at VND 5,700 billion, reaching 101.4% of the estimate assigned by the Ministry of Finance (VND 5,619 billion), reaching 71.3% of the estimate assigned by the Provincial People's Council (VND 8,000 billion). If land use fees are deducted, total tax and fee revenue is estimated at over VND 4,700 billion, an increase of 16% over the same period in 2022.
Some domestic revenues with large amounts include: revenues from foreign-invested enterprises, non-agricultural land use tax, personal income tax, fees and charges, granting mineral exploitation rights, revenues from public land funds, other public property benefits, revenues from lottery activities, etc.

Mr. Truong Quang Long - Director of the Provincial Tax Department said: "The above results are thanks to the fact that from the beginning of the year, the unit has directed the review of revenue sources and synchronously implemented revenue increase measures. To facilitate businesses to have more motivation to develop production and business, the tax sector has also increased support in administrative procedures, removed difficulties and obstacles; advised the Provincial People's Committee to promote investment to quickly put projects into production, create more jobs and increase budget revenue".
Regarding tax collection from import-export activities, with great efforts, in 8 months, Ha Tinh Provincial Customs Department attracted 347 enterprises (up 4.83% over the same period in 2022) to open declarations in the area; thereby, the state budget collection is estimated at 5,800 billion VND, reaching 52.9% of the estimate assigned by the Ministry of Finance and the Provincial People's Council (10,968 billion VND).
"Accelerate" the end of the year
Overall assessment in 8 months, the province's budget revenue is quite good. However, some revenue results are still low and behind schedule, especially in the field of import and export tax.
Vung Ang Port Customs Branch supports businesses in opening customs declarations
Accounting for over 92% of the total budget revenue of the Customs Department, but affected by the fluctuations of the world economy, Hung Nghiep Formosa Ha Tinh Iron and Steel Company Limited encountered many difficulties in production and business in the first months of the year. Therefore, the revenue from this enterprise has greatly affected the completion of the unit's budget revenue target.
Mr. Dinh Van Hoa - Deputy Director of the Provincial Customs Department said: "In the last 4 months of the year, the unit will focus on drastically implementing solutions to facilitate import and export activities, actively reform administrative procedures, expand electronic customs procedures, improve risk management capacity in analyzing and identifying key points and the VNACCS/VCIS system, promote anti-loss, strengthen anti-smuggling and anti-trade fraud... The whole industry will further promote the sense of responsibility in budget collection work, determined to complete the assigned targets".
Formosa Ha Tinh Iron and Steel Corporation is the largest tax payer in Ha Tinh.
To complete the 2023 state budget revenue estimate, in the coming time, Ha Tinh's financial agencies will continue to proactively develop and implement specific budget collection plans in situations appropriate to the actual situation.
“The tax sector will regularly monitor the business performance, grasp revenue sources in the area, focus on analysis, assessment and forecasting to identify potential revenue sources, areas and types of taxes with revenue losses in order to promptly deploy solutions. At the same time, the unit will also urge timely payment to the State budget for increased revenue through inspections, examinations and additional collections as recommended by auditing and inspection agencies; resolutely and synchronously implement debt management measures, collect tax arrears, and enforce tax debt collection in accordance with the law”, emphasized Mr. Truong Quang Long - Director of the Provincial Tax Department.

This is expected to be one of the factors helping Ha Tinh make a breakthrough in the year-end budget collection race. At the same time, the policies to support production and business continue to be applied, promoting business recovery and development, which are also expected to have a positive impact on the state budget collection results in the last months of the year, helping Ha Tinh "reach the finish line" of the target assigned by the Provincial People's Council of 18,968 billion VND.
