Mr. Ho Duc Dan, Deputy Director of the Department of Finance of Ha Tinh province, said that in addition to the causes of problems due to prolonged project investment procedures, difficulties in the process of implementing project site clearance... there is also a shortage of supply of some types of construction materials such as fill soil, sand for leveling the ground...

"The Department of Finance will advise the Provincial People's Committee to continue to thoroughly grasp, focus on leadership, direction, strengthen inspection, and urge localities and units to promote disbursement of public investment capital in 2024. Direct investors to coordinate with construction units to establish detailed progress schedules for each project to direct, monitor, and closely supervise the construction process; Urgently complete documents, legal procedures, and accept completed volume for immediate payment, not to accumulate payment at the end of the year, ensuring the completion of the set goals," Mr. Dan informed.

For large projects (especially ODA projects), due to the long implementation period over many years, the project implementation process has large fluctuations in raw material prices, fuel, materials, and compensation unit prices for site clearance; The capacity of some consulting contractors and Project Management Boards is still limited, the design survey process does not comprehensively consider technical, economic - financial, aesthetic, environmental protection and national security aspects, the completion of project documents and settlement documents is slow, there are many errors that need to be corrected many times, affecting the implementation progress and capital disbursement.

North-South expressway component projects through Ha Tinh are being accelerated.

One of the solutions that Ha Tinh flexibly implemented is to withdraw and transfer capital plans of projects with slow progress and unsatisfactory disbursement rates to allocate to projects with good progress and fast disbursement. Up to now, there have been 6 projects transferred and there is a transfer plan with a capital of 42.6 billion VND. Mr. Nguyen Duc Thang - Deputy Director of the Department of Planning and Investment of Ha Tinh province said that determining compensation and site clearance is an important bottleneck in project implementation.

"It is necessary to accelerate compensation and site clearance work, to avoid projects waiting for site clearance, especially large and key projects. Secondly, it is necessary to promptly complete investment bidding procedures and start new projects; proactively review and propose to competent authorities to adjust the 2024 plan for projects with low disbursement progress to projects with fast disbursement progress; direct the contractor to develop a reasonable construction plan, work overtime and focus on favorable weather conditions," said Mr. Thang.

The People's Committee of Ha Tinh province has established 3 working groups to inspect, urge, remove difficulties and obstacles, and promote the disbursement of public investment capital in 2024. Each group is headed by a Vice Chairman of the Provincial People's Committee. The task of the working group is to organize the review and synthesis of difficulties and obstacles; analyze the causes of difficulties and obstacles in the process of implementing public investment projects to have timely corrective solutions.
