Ha Tinh proposes more than 1,500 billion VND to upgrade National Highway 1A through Vung Ang Economic Zone

To upgrade 26km of National Highway 1A through Vung Ang Economic Zone, with a scale of 4-lane secondary urban roads, the People's Committee of Ha Tinh province said it needs about 1,540 billion VND in capital.

On March 27, Chairman of Ha Tinh Provincial People's Committee Vo Trong Hai signed Document No. 1773 to the Ministry of Construction to request investment in upgrading and renovating National Highway 1A through Vung Ang Economic Zone (Ky Anh town).

According to the People's Committee of Ha Tinh province, currently, Vung Ang Economic Zone and Ky Anh Town Urban Area are developing very strongly, with many large and key projects of the province being implemented. This reality has increased the number of vehicles on National Highway 1A through Ky Anh Town.

National Highway 1A section through Vung Ang Economic Zone is now seriously degraded.

According to the Vietnam Road Network Planning for the period 2021-2030 with a vision to 2050 approved by the Prime Minister in Decision No. 1454/QD-TTg dated September 1, 2021, National Highway 1 is planned as a grade III road with 4 lanes. According to the General Planning of Ky Anh town until 2035 approved by the Prime Minister in Decision No. 706/QD-TTg dated June 7, 2018, National Highway 1A section through the center of Ky Anh town (section from Km561+00 to Km587+00 has a length of about
26.0km) is planned Bn=50m, Bm=34m, median strip Bdpc=4m, sidewalk Bvh=2x6.0m.

Currently, the National Highway 1A section through the center of Ky Anh town has been upgraded since 1998 (roadbed width 12-15m, road surface width 11-12m). After a long period of operation, along with the rapid increase in vehicles, the road has become overloaded and degraded, with some locations often flooded during the rainy season.

At the same time, this route is not synchronized with the National Highway 1A system, the section from Ben Thuy bridge south to Ky Anh town, which has been invested in according to the 4-lane planning; there is a risk of accidents, traffic jams, affecting security, order, traffic safety and investment attraction activities, socio-economic development, ensuring national defense and security in Vung Ang Economic Zone in particular and Ha Tinh province in general.

This route is 26km long and has been upgraded and repaired since 1998. To connect synchronously with Vung Ang Economic Zone, about 1,540 billion VND is needed for upgrading.

Although there is a bypass route to Ky Anh town with the scale of a grade III road, 2 lanes and the North-South expressway in the East is being invested in construction, National Highway 1A through the center of Ky Anh town is both a North-South connecting route and a route serving the Vung Ang Economic Zone, urban area and the center of Ky Anh town.

Therefore, the investment in upgrading and renovating National Highway 1A through the center of Ky Anh town and Vung Ang Economic Zone is extremely urgent. To synchronously connect the national highway system in the area, create favorable and safe travel conditions for people and vehicles participating in traffic, overcome traffic insecurity; at the same time, to build and complete infrastructure, contribute to attracting investment in Vung Ang Economic Zone, promote socio-economic development, ensure local defense and security.

The People's Committee of Ha Tinh province respectfully requests the Ministry of Construction to consider and report to the Prime Minister to prioritize capital sources or include them in the medium-term public investment plan for the period 2026-2030 to implement the project to upgrade National Highway 1A through Ky Anh town and Vung Ang Economic Zone with a length of 26km, a scale of 4-lane secondary urban roads, with a total estimated investment of about 1,540 billion VND.
